Dear Mr Raeburn,

Your request for information has now been considered. Please find below
the information you requested.

1) Please can I have all information relating to Private Hire Vehicle
access to Bus Lanes.
Transport for London have made an order (in 2007) which exempts Private
Vehicle Hires using red routes from the "no stopping" requirement insofar
as the vehicle is stopping for the purpose of picking up or dropping off
passengers. Within Richmond upon Thames, there are no bus lanes within the
TLRN (red route network). However, and so far as we are aware, Transport
for London do not make separate bus lane orders; any controls which may
affect their bus lanes will be written into the order for any particular
red route (e.g. the A316 and the A205, being the two red routes in this
borough). Consequently, the GLA Order attached will have effect on the red
routes and any bus lane which may form part of that route.

Richmond has made no similar provisions for bus lanes. In our bus lane
orders, taxis are listed as an exempted vehicle for certain (most) bus
lanes. However, the Richmond order does not define "taxi", so whether a
Private Vehicle Hire is exempt is a matter of interpretation.

Please find attached:
PDF files for GLA 2007 No 164 (Order, Notice of Intent, Notice of Making
and Statement of Reasons)
PDF file for GLA 2007 No 416 ((Order - part only)
Please note: The GLA Order 2007 No 164 was revoked by GLA 2007 No 416. The
Article numbers quoted in GLA 164 are not the same numbers as have been
used in GLA 416, but the same provisions are contained in both. The only
part of GLA 416 which the Council has on file is as attached. If you
require further details, please contact Transport for London directly.

2) Copies of all traffic orders related to Bus Lanes.
Please find attached pdf version of our current bus lane consolidation
order (2007 No 70) and the orders which have amended it.
