provisions of the Freedom of Information Act 2000 (FoIA).

I set out below your request for information and the Council’s response to

You have requested:

A list of Private Hire Operators for the following year: July 2013 - to
date including personal identifying information, telephone numbers and
addresses

In response:
I confirm that the Council does hold the information that you have
requested. However, having carefully considered the matter, the Council has
determined that it is unable to comply with your request. This is because
the requested information is exempt from disclosure under the following
absolute exemptions:

Section 21: Information reasonably accessible by other means
This exemption applies because the information is available through an
alternative route. The Council does not have to provide the information to
you under the 2000 Act as you can obtain the current list of Private Hire
Operators direct from http://194.70.181.147/protected/wca/main...

With reference to your request for personal identifying information. This
information will already be in the public domain and assessable via
searching the internet or through publications such as Business Directories

Details of previously licensed Private Hire Operators, who are no longer on
the register, will be exempt from disclosure under the following absolute
exemption
Section 40(2): Personal information about third parties
This exemption applies because you have made a request for information
which comprises or contains personal information about a third party. The
Council has determined that the information relating to the third party
should not be disclosed because disclosure would contravene one or more of
the data protection principles under the Data Protection Act 1998,
including the first principle that requires that information should be
processed lawfully and fairly

If you are not satisfied with this response you may ask for an internal
review. If you wish to complain you should contact the Information
Compliance Officer ([Manchester City Council request email]) in the first
instance. Your complaint will be considered by a senior officer who has not
already been involved with this response. If you require more information

I am writing to request an internal review of Manchester City Council's handling of my FOI request 'Private Hire Bases in the manchester area'.

Morning,

The response given does not answer the question on the grounds of:

1, it is sent to the wrong person, I am Mr. Reid and it is headed Mr. Rowland?
2. The link in the response does not work, but I would guess that it was to take me to the public registers.
2. The public registers you can search for a driver by badge number or name.
3. The public registers you can search for a vehicle by registration or council plate number and get a result.
4. You can only get the trading name of the operator no further details available to the holding company and therefore can not be looked at in business directories and associated publications.
5. You don’t get any contact identification from the register.
6. The whole point of the register is so you can make contact if an issue irises surely?
7. So the information I require is and was not in the public domain like stated, if at all this response was for myself in the first instance ?
