Private Ambulance spending

I would like to know what the budgeted amount is for the financial year of April 2019-April2020 for use of private ambulance services.

I would also like a breakdown of the percentage they are used for 999 Services, Urgent care (LAT) services and Patient transport services.

How are these services vetted to ensure that the service, staff and vehicles are up the the same standard you expect to receive from the NHS trust.

Please can you provide some clarification around the second part of your request:

Would you like us to look over a period of time to establish the average use between services? E.g. for financial year 2018/19, the breakdown of the percentage they are used for 999, urgent care and patient transport services.

Q: I would like to know what the budgeted amount is for the financial year
of April 2019-April2020 for use of private ambulance services.

A: The budgeted amount for private ambulance services for the year 2019/20
is £6,661,500

 

Q: I would also like a breakdown of the percentage they are used for 999
Services, Urgent care services and Patient transport services. (Clarified
further to: I would like a percentage breakdown please for the financial
year 2018-2019 if that is possible)

A: We do not hold the information required to breakdown the percentage
split of private ambulances between services, but we are able to show the
percentage of activity carried out by private ambulances in the separate
service lines.

 

In Paramedic Emergency Services (PES), the percentage of total 999
activity that was responded to by private/voluntary ambulances is below:

In PTS, between 1 July 2018 – 30 June 2019, 4% of the total patient
transport service activity was carried out by private ambulance services.

 

Q: How are these services vetted to ensure that the service, staff and
vehicles are up the the same standard you expect to receive from the NHS
trust.

A:

The NWAS third party assurance framework ensures the effective deployment
of approved subcontractors in supporting delivery of services.

 

There are a number of stages within the assurance framework;

The provider needs to be CQC registered and accepted on to a framework
hosted by 365 Solutions.  365 solutions then undertake an inspection of
the provider. 

Once a provider has passed these stages NWAS will undertake a further
inspection.  This inspection covers a range of areas including:

 

• Organisation – licensing, HSE, complaint handling, insurance,
information governance

• Vehicles – condition, communications, procedures in event of damage

• Staff – training, confidentiality, DBS checks, ID, customer care

• Reporting – incident / accident reporting,

• Quality Reporting - patient pick up / set down

Further annual inspections are undertaken for each provider with ad-hoc
inspections undertaken if necessary.

 

In addition providers will need to sign a contract which specifies the
standards and services required and reflects the content of the contract
between NWAS and our Commissioners.  Providers must also provide copies of
public, employers and clinical liability insurance for £10 million.

 

Unannounced vehicle inspections also take place for each provider of
vehicles operating on NWAS shifts to ensure contract compliance.
