Dear East Midlands Ambulance Service NHS Trust,

Please could you advise me with contact details who is the head of procurement for your Ambulance Trust.

Please could you advise on the procedure for identifying exactly what resources from your current list of private/voluntary Ambulance Services suppliers are required on any given day.

Please could you advise myself how an additional Private Ambulance Service could be accepted as part of your current supplier list.

Please could you advise if you have any contracts in place with your Private/Voluntary Ambulance Services. Please could you provide me with a copy or details of the contract with each supplier.

Please could you advise the minimum specifications that you expect from private/voluntary Ambulance Services in the following categories :-

999 response (after initial assessment by a trust employee).
High Dependancy/Intermediate (urgent care).
Patient Transport only.

I apologise for the slight tardiness in response, but I am writing further
to your email dated 18 September 2015 requesting information about private
ambulances. 

 

The questions you have raised along with their answers are as follows:

 

·         Please could you advise me with contact details who is the head
of procurement for your Ambulance Trust.  Our Head of Procurement is
Barbara Smedley, who can be contacted on [1][email address].

 

·         Please could you advise on the procedure for identifying exactly
what resources from your current list of private/voluntary Ambulance
Services suppliers are required on any given day.  We use a management
tool named “Dynamic Resource Management” and the aim of it is to provide
effective and efficient resource management which aims to optimise the
active resources we have at any one time to meet varying patterns of
daily, weekly and seasonal demand.   Effective and efficient resource
management will dynamically:

 

·                     Agree and monitor demand profiles on an hour by
hour, day by day basis

·                     Implement robust system status planning to maximise
effectiveness of available resources

·                     Manage levels of resource utilisation in line with
maximum sustainable performance

·                     Manage abstractions and relief rates effectively,
flattening out peaks yet still achieving annual target trajectories taking
into consideration seasonal requirements

·                     Manage meal break provision to meet staff needs and
operational requirements

·                     Manage rotas flexibly to match demand. Roster more
dynamically using alternative models to best fit the different patterns of
activity

 

·         Please could you advise myself how an additional Private
Ambulance Service could be accepted as part of your current supplier
list.  We are looking to go out to the marketplace to have a contract in
place for the first quarter of the 2016/2017 financial year.  If potential
suppliers register on the following web sites they will receive
notification of not just EMAS but any public sector within the EU.

than £25,000.

[3]http://ted.europa.eu/TED/main/HomePage.do – For tenders greater than
the EU Threshold, which currently stands at £111,000.

 

·         Please could you advise if you have any contracts in place with
your Private/Voluntary Ambulance Services.  Please could you provide me
with a copy or details of the contract with each supplier.  EMAS has
contracts in place for 999 response and high dependency work with St. John
Ambulance Service, Human Touch, Amvale Medical Transport Ltd and The
British Red Cross.  We also have framework contracts for Patient Transport
Services, and these are in place with St John Ambulance, The British Red
Cross, Manchester Medical Services and Thames Ambulance Service.

 

·         Please could you advise the minimum specifications that you
expect from private/voluntary Ambulance Services in the following
categories :-

 

·                     999 response (after initial assessment by a trust
employee).

·                     High Dependency/Intermediate (urgent care).

·                     Patient Transport only.

 

We attach two specifications, of which the first is for 999 and high
dependency responses, and the second for patient transport services (for
non-urgent work).
