Prisoners: Discharge clothing and toiletries

1. clothing; and
2. toiletries;
prisoners can receive on discharge from custody, and the rules and policies applicable to them.

Let me clarify this request please.
The current Discharge Policy (PSI 72/2011), para 2.31 states that:
"Those prisoners who need adequate clothing for release will be given it."
Can you please define for me what is encompassed by the word 'adequate'?
For example:
What does 'adequate' mean in this context?
What is the policy guidance on it?
What individual items of clothing would a discharged prisoner need to be in possession of, in order to be considered as having 'adequate' clothing within the context of PSI 72/2011 para 2.31?
