Dear West Sussex County Council,

Background
At the September 4th 2017 meeting of the WSCC Regulation, Audit and Accounts Committee, Katherine Eberhart, Director of Finance, Performance and Procurement delivered a final update report to Members on a duplicate payment recovery audit contract performed by Meridian Cost Benefit Ltd. The report noted the total savings recovered - £107,296, and the contractor’s charge of “approximately 18%”.

The Council’s published spend data record 11 payments to date between April and November 2017 made to Meridian Cost Benefit and totalling £52,513.26.

The contract with Meridian was not put out to tender in 2016 but awarded directly to Meridian Cost Benefit Ltd under the provisions of paragraph 14.1 of the Standing Orders on Procurement from the Council’s Constitution.

I am requesting the following information under FOIA 2000:
1) Please send me an un-redacted copy of the prior written approval document or email by the relevant Executive Director to the Responsible Officer giving him/her the authorisation to obtain a single tender or quote for the above piece of work that was performed by Meridian Cost Benefit Ltd in compliance with paragraph 14.1(b) of the Council’s Standing Orders on Procurement.
2) If the date of that document is not shown in the document itself, please tell me the date it was submitted.
3) Please confirm the names and job titles of the Executive Director and the Responsible Officer in relation to the above contract award.

Dear Mr Rowson,

 

Thank you for your enquiry, which has been forwarded to the appropriate
officers for a response.  The usual timescale for a response is twenty
working days, that is by or on 26 February 2018.

 

If for any reason the Council needs to extend this timescale you will be
notified in accordance with the relevant legislation.

principle that FoI and EIR requests to West Sussex County Council and the
Council's responses may be published on the Council's website in a
suitably anonymised form. This is in addition to the individual response

I refer to your request dated 26^th January 2018 which has been dealt with
under the Freedom of Information Act 2000.

 

Your request was for:
