Thank you for your Freedom of Information request dated 07/11/2023.
The response to your request is set out belo.
Our response:
We confirm that we hold some of the information that you have requested.
• What is the current average energy charge within the organisation
(kW hour)? We do not hold this information as we have multiple sites that
have different contractual arrangements for its energy provision which
come under the responsibility of different teams across the council. To
collate all sites and buildings would be in excess of 18 hours and would
be exempt.
Therefore the Council relies on the exemption in section 12 and
subsection [1] Freedom of Information Act 2020 where the cost of
compliance exceeds the appropriate limit a Public Authority is not obliged
to comply with a request for information if the authority estimates that
the costs of complying with the request would exceed the appropriate
limit. Specifically, the Council is applying this exemption on the
grounds of costs or diversion of resources. This is because the scope of
this request is too wide and would likely to be unreasonably
burdensome. Specifically, the Council is applying this exemption on the

Under the Freedom of Information Act 2000 (FOIA), officer time is
calculated at £25 per member of staff per hour and ICO guidance advises
that this figure should be used to assess the levels of staff cost that
may be incurred under EIR. The Council notes that under FOIA, Section
12(1) of the Act limits the cost of complying with a request at £450 or 18
hours of staff time. On this basis, the Council considers that this
request, expected to take in excess of 18 hours of staff time, would be an
unreasonable burden on Council resources.
• What Carbon reduction goals are in place within the organisation?
Please see attached TDC's net zero strategy and our carbon reduction
action plan which outlines the council's goals to net zero 2030 and 2050.
• What is the contact email for the person who deals with
sustainability and ESG matters within the organisation? We do not
currently have an officer that has over all responsibility for this due to
staff vacancies.
• Do you lease/rent or Purchase your MFD’s/Photocopiers? Lease
