From what you describe it would appear that one group of senior managers (PAG) meets once a week to consider matters which it then submits to another group (SMG, comprised largely of the same people) for consideration once a month.
I think that it would be more efficient to have just one group and invite the Directors of Human Resources and Corporate Communications along too.
It will save lots of paper plus it will keep them in the loop which might be useful next time there is a student protest or a financial crisis.
