Dear Jonathan Rothwell

TfL Ref: FOI-3532-2223

Thank you for your request which we received on 27 March 2023, asking
about Prince Regent Lane bus priority scheme.

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy.  I can
confirm that we hold some of the information you require. You asked for:

 1. Detailed designs for this scheme as far as they currently exist 2. If
it exists, an assessment of the scheme using the Cycling Level of
Service tool in LTN 1/20 (Appendix A:
[1]https://assets.publishing.service.gov.uk...)

We do not have copies of the documents you asked for. Please contact the
London Borough of Newham directly at [2]InformationRightsTeam ‘at’
newham.gov.uk for this information.

 2. If it has not been assessed under LTN 1/20 before being funded as a
Healthy Streets scheme, an explanation as to why not

Please note LTN 1/20 is a guidance document pertaining to cycle
infrastructure design. As this is a Bus Priority scheme, it is not
directly applicable to the scheme (though it could have been used in the
design process).  LTN 1/20 makes it clear that it is to be used in
designing cycling schemes.

The need to improve the speed and reliability of buses along the Prince
Regent Corridor and other locations in East London, was identified in
"City in the East Bus Priority (CitE BP) Study" published in July 2016.
Funding was allocated shortly after to the London Borough of Newham from
the Bus Priority programme. The scheme is on borough roads and it is for
the London Borough of Newham, as an independent Highway and Traffic
Authority, to determine the appropriate design standards to use on their
roads.

The designs for this corridor were completed  and construction was
originally scheduled for late 2019/early 2020 but construction was paused
for two years because of the Covid-19 Pandemic. Funding for construction
was reallocated for works to start during the 2022/23 financial year with
completion during this financial year 2023/24.

If this is not the information you are looking for, or if you are unable
to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to
appeal as well as information on copyright and what to do if you would
like to re-use any of the information we have disclosed.

Yours sincerely
