Prime Minister's 2014 Commitment to "Eve's Law"

We're waiting for Eve Thomas to read recent responses and update the status.

Dear Home Office,

I am writing to make an open Government request for all the information to which I am entitled under the Freedom of Information Act 2000.

On International Women's Day 2014 the then Home Secretary, now Prime Minister released a statement, a commitment to implement a Voluntary Code of Practice by April 2015 - "Eve's Law" - Safeguarding and protection of SAFE addresses and identifying information of vulnerable people, victims of crime. Domestic Violence/Abuse, Sexual Violence, Stalking.

On Friday 19th June 2015 the Home Office confirmed in an email that:

"The legal framework for the protection of victims’ details already exists in the form of the Data Protection Act. However, the Government recognises the need to consolidate the various practices that currently exist to protect victims’ details. That is why in the Violence Against Women and Girls Action Plan 2014, we included an action to develop a code of practice to ensure ‘safe addresses’ and other personal information about the identity and whereabouts of victims of domestic and sexual violence are properly protected.

While work in this area has commenced, as you will appreciate this is a complex issue and so the development of any new code will require careful consideration. However, we are committed to the safety of victims and will work to ensure that any new code meets the need of vulnerable people"

To date, the Home Office have conducted three scoping exercises across Government which have yielded no information and the Prime Minister's commitment is seriously out of date.

Therefore, could you please provide the following:

i. All up to date information pertaining to the commitment from the Prime Minister released in her statement on International Women's Day 2014 - Eve's Law, protection of relocation SAFE addresses.

ii. All up to date information pertaining to the work being carried out by Government regarding the protection of SAFE addresses and victims' personal, identifying information. Please also include all data from the three scoping exercises conducted.

iii. A list of any organisations being used during this consultation period with any funding being provided detailed.

iv. Home Office knowledge of the safeguarding and protection of SAFE addresses including knowledge of breaches and failures of Data Protection.

v. Please provide the details of the key contact within the Home Office for the consultation pertaining to the Voluntary Code of Practice for the protection of SAFE addresses, "Eve's Law."

I would like the above information to be provided to us as [paper or electronic copies, audio-tape version or an opportunity to view].

If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

If the release of any of this information is prohibited on the grounds of breach of confidence, I ask that you supply me with copies of the confidentiality agreement and remind you that information should not be treated as confidential if such an agreement has not been signed.
