I am writing to you to request the following information under the Freedom of Information Act 2000.

Please tell me:

-How many primary school-age pupils were "off-rolled" in your local authority area (left the state-funded school sector without being permanently excluded) between September 1 2017 and August 31 2018? Please provide the age of the pupil.
-Please provide the data for the same period (Sept 1 to August 31) for the following years: 2016/17, 2015/16, 2014/15, 2013/14.

Please provide this data in Excel format.

Thank you for your request for information received on 17 April 2019, in

My response is as follows:

 

Ofsted provide the following definition for ‘off-rolling’:

 

“The practice of removing a pupil from the school roll without a formal,
permanent exclusion or by encouraging a parent to remove their child from
the school roll, when the removal is primarily in the interests of the
school rather than in the best interests of the pupil.”

“There are many reasons why a school might remove a pupil from the school
roll, such as when a pupil moves house or a parent decides (without
coercion from the school) to home educate their child. This is not
off-rolling. If a school removes a pupil from the roll due to a formal
permanent exclusion and follows the proper processes, this is not
off-rolling. When a school removes a pupil from its roll in line with
regulations and/or statutory guidance, this is lawful. Unlawful
off-rolling happens when a school removes a pupil’s name from the school
roll for reasons, or in a way, not permitted by regulations and/or
statutory guidance.”

 

For the purposes of your query, we understand that you are requesting the
total numbers of primary children removed from roll, (lawfully or
unlawfully) with the exception of those who were permanently excluded.

 

Haringey is informed of removals from school rolls as part of the Local
Authority weekly roll return and individual children’s records are updated
accordingly. As such, Haringey does not hold this information in the
format you have requested. It is estimated that the time taken to compile
these statistics would exceed 18 hours, and so the LA would charge for
this service. If you would like the LA to compile these figures then
please contact us for an estimate of how much this will cost.
