Dear Shanti Das,

Your request under the Freedom of Information Act 2000

Thank you for your request.

In order for us to complete your request and provide a response, we need
to clarify the information that you require as we are not entirely clear
on aspects of your request. In Question 1 you ask:

How many primary school-age pupils were "off-rolled" in your local
authority area (left the state-funded school sector without being
permanently excluded) between September 1 2017 and August 31 2018?

Please could you confirm if:

-          You require number of primary school-age pupils that were
off-rolled – defined by Ofsted as “The practice of removing a pupil from
the school roll without a formal, permanent exclusion or by encouraging a
parent to remove their child from the school roll, when the removal is
primarily in the interests of the school rather than in the best interests
of the pupil. Off-rolling in these circumstances is a form of ‘gaming’.
There are many reasons why a school might remove a pupil from the school
roll, such as when a pupil moves house or a parent decides (without
coercion from the school) to home educate their child. This is not
off-rolling. If a school removes a pupil from the roll due to a formal
permanent exclusion and follows the proper processes, this is not
off-rolling”

Or

-          You require the number of primary school-age pupils who have
left the state-funded school sector without being permanently excluded.

It is important to note that as the Ofsted definition implies that there
are many reasons why a child might leave a state funded school without
being permanently excluded which are not related to off-rolling.

Please note that until we receive your response, we will not be able to
start processing your request, and the 20 working day limit will not
begin. If we do not receive a response to this letter within one month of
the above date, we will assume that you no longer require this
information. Otherwise we look forward to receiving your response and
completing your request as soon as possible.

Cornwall Council is committed to open and transparent government and
provides information to members of the public about all aspects of the
authority.

We deal with around 2000 FOI/EIR requests for information each year, with
the cost to the Council ranging between £25 and £450 per request. You may
be able to find the information by checking previous responses on our
[1]Disclosure Log, the Council’s [2]Publication Scheme, or by checking the
Council’s website at [3]www.cornwall.gov.uk.  Therefore if you do
subsequently find the information you require by this method and no longer
wish us to process your request, please do let us know.
