This email is to update you on this request and to ask please for confirmation on the scope of the request.

In terms of the PEB minutes, it does not appear that we retain any minutes prior to mid-2015 and the transfer (11+) test is very rarely discussed at this particular forum (in fact we've found only one reference to date - there was a discussion in December 2016). Items on the agendas include (I believe there are 6 meetings a year) a social care update, a Buckinghamshire Learning Trust update and a finance update, etc.

Given that PEB is not, or very rarely is, a forum for discussion of the transfer (11+) test, we would be very grateful please if you could confirm the scope of the request in terms of PEB minutes (for instance, whether there are any topics/subjects that you are not interested in). While you do not have to tell us why you want information (or what you are particularly looking for) it can be mutually beneficial to do so, in that it means we do not have to utilise resources in preparing information that is of no interest and equally the applicant does not have to spend time reviewing information that is of no relevance for their purposes.

Your request for information has now been considered and our response is as follows:

1) Please see relevant extracts from PEB minutes attached as requested.

2) The Council does not hold this specific information - BCC did not carry out the/a 'questionnaire' as you refer to. Moreover, under our duty to advise and assist, we are not aware of a recorded vote or formal feedback structure as the request anticipates, rather there were verbal discussions held in liaison groups I believe. Feedback to various groups/boards followed – please see attached PEB minutes and below.

BCC holds information where it attends meetings as the ‘Local Authority’ (not when in our role as a contractor to TBGS for the reasons we have previously set out to you). We have attended one HAWG in October 2017 where the ‘responses’ were also discussed (no minutes have yet been agreed I understand). Although the note below is subject to change we are happy to provide it:

“General discussion followed regarding the questionnaire and schools’ engagement with the process. Feedback from the liaison group representatives present indicated that the majority view to question 1 was to continue with the opt-out system. A smaller majority view also answered no to question 2 (should schools be paid for the work they do?).”

You may wish to contact TBGS in this regard. As you will recall, TBGS are responsible for the test and you should direct queries on the test there.

I would be very grateful if you could conduct an Internal Review of your response to item 2 of my original request.

However, in the Headteachers Admissions Working Group (HAWG) minutes from 9th February 2017 it is stated that:
"It was noted that PEB had circulated a questionnaire to primary heads asking their views on the continued inclusion of primary schools as test centre as [sic] and whether grammar schools should have made a payment to headteachers because of this. Overall feedback from primary heads was that they did not want to administer the transfer tests in the primary schools, or if they did they should be financially recompensed for doing so. 109 of 114 schools felt that they should receive payment.
"AR explained that the Grammar Schools appreciate how the Primary schools felt regarding administering the Tests as they themselves administer GCSEs etc. He confirmed that TBGS have talked about this from the viewpoint of a child and felt that if an alternative approach were to be used they would worry. AG confirmed that when Slough grammars moved to Saturday testing, fewer Pupil Premium children took part and problems arose getting parents to engage and apply for grammar school places.
"Many Primary Heads took the view that this was not their problem. In many instances personal/professional views conflicted".
So it seems to me that PEB did circulate a 'questionnaire' to primary heads, and I would therefore be most grateful if you could provide me with copies of their responses as requested.

Thank you for your email. We apologise for the delay in replying - it was not immediately obvious to us what your review might be referring to, as these (your request and review touch on different matters) were not County Council initiatives (please see further below).

Your original request referred to "the questionnaire that PEB recently circulated to primary school heads" and that was the basis of our response. The liaison groups were asked some structured questions, variously described as a questionnaire, to get them to discuss the issue and the feedback was verbal (at least as far as we are aware).

Below, in your request for review, you refer to minutes from the 9th February 2017, which refers back to a different exercise carried out in 2016, which is obviously not 'recent'. The recent questionnaire that your request referred to was the discussion paper containing questions that we describe above. Verbal feedback was recorded as part of the minutes which were shared with you in our response.

We would have to reiterate that the recent discussion paper/questionnaire to which your request referred to was not and is not a BCC initiative. Nor should the PEB be conflated with the Council, the PEB is run for and by the schools' headteachers (although we attend the PEB).

Accordingly, what you refer to below in your review, is a different and earlier exercise and again it was not a BCC initiative. Nevertheless, rather than require you to submit a further request on this different matter, we have attached the information (from November/December 2016) which we have. We would not have individual responses from schools.

I hope that this is of help and clarifies matters; your original request and review are, in fact, referring to two different exercises and there is, therefore, no basis to uphold any internal review.
