Dear Mr Rashid,

Re: Freedom of Information request (Our Ref: FOI-054748)

Thank you for your Freedom of Information (FOI) request dated 27 November
2017.

Your exact request was:

“How many PMS, GMS, Apms  primary care / GP practice contracts are there
for Bradford city and Bradford district ccg?

Who are the named contracting parties?

What are the contract terms and financial values?”

NHS England holds information in relation to your request.

For ease of reference, we will answer each of your questions in turn.

How many PMS, GMS, Apms  primary care / GP practice contracts are there
for Bradford city and Bradford district ccg

NHS Bradford City CCG NHS Bradford Districts CCG
APMS 5 2
PMS 19 34
GMS 4 3

Who are the named contracting parties?

Please see attached for a list of the contractors whose name(s) are on
each contract.  The contracting parties are NHS Commissioning Board (NHS
England) and the named contractor(s).

What are the contract terms and financial values?

The GMS contract is negotiated nationally on an annual basis.  For 2017/18
the global sum payment per weighted patient was increased to £85.35. GMS
are contracts in perpetuity (no end date).

PMS agreements are locally agreed contracts. PMS contracts offer local
flexibility compared to the nationally negotiated GMS contracts by
offering variation in the range of services which may be provided by the
practice, the financial arrangements for those services and the provider
structure (who can hold a contract). Following an NHS England national
directive, NHS England regional teams / CCGs operating under delegation
have reviewed local PMS agreements to bring PMS spending in line with GMS
contracts. This is being implemented as a phased approach with PMS
practices over a four to seven year period which commenced in April 2014.

Further information about the GP contract can be found on our NHS England
website:

[1]https://www.england.nhs.uk/gp/gpfv/inves...

[2]https://www.england.nhs.uk/gp/gpfv/inves...

To deliver an equitable and consistent approach NHS England or CCGs
working under delegation agreements also apply national GMS changes to
local PMS and APMS contracts.

APMS contracts are locally negotiated and are time limited contracts which
tend to be for a fixed-term period.  APMS contracts allow the commissioner
to contact with a wide range of potential providers (any person) under
local commissioning arrangements. Please find below contract durations for
the Bradford City CCG and Bradford Districts CCG APMS contracts.
