Price Paid Dataset Followup
Dear Land Registry,
I am writing to request some information under the Freedom of Information Act.
These questions relate to the Price Paid Dataset, which you are making available for reuse under the Open Government Licence (OGL) at https://www.gov.uk/government/collection...

I am trying to establish whether there is any third-party intellectual property (IP), for example Royal Mail or Ordnance Survey data or database rights, in the address information within that dataset that is not covered by the licence.
Specifically:
1. In the previous response it was stated that if the address in an application received by the Land Registry “...does not match or is not suitable as a Title Address, we will create a new address...”. Could you describe the process by which a new address is created with as much detail as possible for the points in the process at which third-party intellectual property is used and how it is used. For example is the new address selected and copied, i.e. created, from third party IP? Or is the address on the application used as the primary data which is then validated and possibly corrected using the third party IP?
2. Whether and how it is possible to establish if an address in the Price Paid Dataset was either vaiidated/corrected or newly created by the Land Registry's core business systems and associated processes?
3.. Approximately what percentage of addresses added to the Price Paid Dataset in 2014 were either a) created or b) corrected by these processes?
4. Whether there are any portions of the Price Paid Dataset which were not validated against third party IP using the process previously described? For example data from historic sources released under the process to release Historical Price Paid Data ('HPPD') .
5. Whether the process to release HPPD altered any address information due to its lack of suitability as a Title Address in the process described in the previous FOI response?

Thank you for your email of 8 October 2014 where you requested
information about the Price Paid Dataset.
I have reproduced your questions followed by our reply in red.
1. In the previous response it was stated that if the address in an
application received by the Land Registry “...does not match or is not
suitable as a Title Address, we will create a new address...”. Could you
describe the process by which a new address is created with as much detail
as possible for the points in the process at which third-party
intellectual property is used and how it is used. For example is the new
address selected and copied, i.e. created, from third party IP? Or is the
address on the application used as the primary data which is then
validated and possibly corrected using the third party IP?
Land Registry (LR) customers submit addresses with each application. If LR
can match a customer submitted address to the OS AddressBase data (which
includes Royal Mail PAF data) we will use that address. If we cannot match
the address with the AddressBase data, we will use the customer submitted
address as the basis of a new address record in our database. However that
address may be validated against other addresses in the locality, e.g. we
may add a locality that matches other localities in the same street to
ensure we have a consistent dataset. In such cases, some of the addresses
used to validate may have themselves been validated using AddressBase.
From time to time, we use AddressBase to cleanse/validate our address data
base.
2. Whether and how it is possible to establish if an address in the Price
Paid Dataset was either validated/corrected or newly created by the Land
Registry's core business systems and associated processes?
Addresses in the price paid data set do not include details of the address
source i.e. whether it was an address provided by the customer or an
address created using AddressBase. However, Land Registry does hold
information on the source of addresses in our address database and it
would be possible to determine the source of each address in the price
paid dataset. However a new process would have to be created to undertake
this task, which would involve detailed work. Even if the process
identified addresses provided by the customer, many addresses would still
have been validated using AddressBase data.
3.. Approximately what percentage of addresses added to the Price Paid
Dataset in 2014 were either a) created or b) corrected by these processes?
It would be difficult to estimate. As mentioned above, even if the process
identified addresses provided by the customer, many addresses would still
have been validated using AddressBase data. Our view is that only a very
small percentage of addresses in the Price Paid Data would not have been
created or validated using AddressBase.
4. Whether there are any portions of the Price Paid Dataset which were not
validated against third party IP using the process previously described?
For example data from historic sources released under the process to
release Historical Price Paid Data ('HPPD') .
None. Historic Price Paid Data (HPPD) relates to PPD from 1st Jan 1995
through to 31st December 2012. Land Registry has been using Royal Mail
(PAF) data to validate addresses between 1995 and 2000 and Ordnance Survey
data sources since the start of computerised data capture/mapping
processes in 2000 to the current day.
5. Whether the process to release HPPD altered any address information due
to its lack of suitability as a Title Address in the process described in
the previous FOI response?
Land Registry has made no changes to address information in the Historic
Price Paid Dataset.
