Dear Mr Marshall

Thank you for your email dated 30 January 2018 where you requested
information about the recent OLM Eclipse purchase for adult social care

I can confirm that the London Borough of Enfield holds this information.

Request

- Price benchmarking activities which were undertaken before this contract
was let

Part 1 Report attached (Item 5 Alternative Options Considered)

- Any contact with competitor companies - please state which companies you
contacted and provide copies of the questions which you put to them. I do
not require their responses, as these are likely to be commercially
sensitive.

CareWorks (Powered by Microsoft Dynamics), please find copy of questions
attached.  Enfield ICT’s model is to reduce the number of systems and
suppliers it uses in order to develop and take advantage of working in
partnership arrangements with key partners. OLM were already providing a
software solution for this service to Enfield and this provided us with
the opportunity to become a development partner with OLM.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:

Dear complaintsandinformation,

This is remarkable. The committee paper enclosed makes the following statement:
“An evaluation of the leading systems in the marketplace (Microsoft and Careworks) was undertaken”

Microsoft do not supply any local authorities in the UK with social care case management systems. Careworks supplies a handful of councils. They are certainly not the market leader.

The questions which you put to Careworks and, presumably, OLM, are laughably simplistic. This could not be considered a fair evaluation of systems.

Why did you not contact Corelogic or Liquidlogic? These are the two leading suppliers in the UK. I note that Liquidlogic are a current supplier to the council – they provide your children’s social care system. How could you not know this? I found it in 5 minutes googling.

This looks to me like a deliberately misleading process to ensure that only one supplier can win. Enfield councillors – the committee paper which you were given is extremely misleading. You should ask questions about this - particularly when the council has spent such a vast amount of money on this system.

Yours sincerely,

David Marshall
