Dear North Wales Fire and Rescue Service,

Having reviewed previous requests I would like to seek the answer to a request that was made by another member. I have numbered them for ease. If you believe the information is going to take too long and go over the time/money in respect of the FOA, then I would be happy to break it down into more than one request.

Please could you provide me with the following information:-

1. The salary of the CFO, DCFO and ACFO in the calendar years of
2011,2012,2013 and 2014, 2015 & 2016 including enhancements to basic pay.

2. If any of these senior posts holders are
 allocated a car, and if so is the car fitted out with sirens and
 emergency blue lights; if not fitted with blue lights can these senior post holders bring 
the car home at the end of working day.

3. Also, list the Co2 ratings for each vehicle leased by the Service for Principal Managers and Area Managers against current Service policy.

4. Detail the costs incurred for the provision of such vehicles by the Service year by year in 2012-2013, 2013-2014, 2014-2015 and 2015-2016.

5. Please provide information regarding ownership (lease details if appropriate) and fuelling of cars allocated to the Principal Managers, including whether fuel is entered from a card provided by the Service or if it is paid at the point of fueling by the user and later reclaimed. If the latter is the case, what is the reimbursement rate for the fuel used and how is it claimed. If the former is the case and fuel is paid at point of fueling with a Service provided card, how is private mileage paid for, calculated, monitored and reclaimed by the Service?

6. Please detail the annual holiday entitlement for all senior managers; (Area manager up). If the holiday entitlements include bank
holidays; if not please give a breakdown of holidays for each post
holder eg; 2 days for Christmas, 1 day for New Year, 2 days for
Easter etc.

7. The timeframe that the CFO, DCFO and ACFO must apply in advance 
for annual summer holidays eg; 3 weeks minimum is required
.The job title of the staff member that decides if the time that
the CFO, DCFO and ACFO have requested off as part of their annual 
summer holidays is approved, or request the holders to select
 another date due to staffing issues etc.

8. The number of occasions and the incident type when principal manager executive advice has been sought, since January 2011. Please provide the dates of each occasion and identify if the Manager was required to attend the incident ground as a result.

9. Please provide the number of strategic managers required as a minimum on duty on each day.

11. Please provide details of the enhancements to basic pay of all Area Managers as a result of flexible duty cover and cover on the strategic rota.

12. Also in relation to the additional enhancements paid to Area Managers please can you advise if they are pensionable?

Further to your recent request made under the terms of the Freedom of
Information Act, the response from North Wales Fire and Rescue Service
(NWFRS) is as follows:

Principal Officers’ vehicles are owned by NWFRS.  Fuel is purchased using
a Service provided fuel card.  Private mileage is recorded monthly on a
TPT1 form indicating all business, home to work and private mileage.  Home
to work and private mileage is calculated by the Finance Department at the
current Advisory Fuel Rate from HMRC website and an invoice is raised to
the Principal Officers.

 

6. Please detail the annual holiday entitlement for all senior managers; 
(Area manager up). If the holiday entitlements include bank holidays; if
not please give a breakdown of holidays for each post holder e.g.; 2 days
for Christmas, 1 day for New Year, 2 days for Easter etc.

 

Area Managers = 35 days (Scale A), 2 days (Scale B), 3 days (Long Service)
and 8 public holidays.

Principal Officers = 35 days and 8 public holidays

 

7. The timeframe that the CFO, DCFO and ACFO must apply in advance for
annual summer holidays e.g.; 3 weeks minimum is required .The job title of
the staff member that decides if the time that the CFO, DCFO and ACFO have
requested off as part of their annual summer holidays is approved, or
request the holders to select another date due to staffing issues etc.

 

There is no specified timeframe for submission of leave requests by POs.
 The CFO authorises leave requests from the DCFO and ACFOs, and his own
leave is taken in consultation with the other POs.

 

8. The number of occasions and the incident type when principal manager
executive advice has been sought, since January 2011. Please provide the
dates of each occasion and identify if the Manager was required to attend
the incident ground as a result.

 

Information is not held about when executive advice has been sought;
however, all incidents of note are highlighted to Duty Exec Advice.

 

Principal Officers have attended 2 incidents whilst on Exec Advice since
January 2011, as follows:

 

•          Incident 015413 16/12/2013        Principal Manager required to
attend incident due to Exec Advice

•          Incident 011371 10/10/2014        Principal Manager required to
attend incident due to Exec Advice

 

9. Please provide the number of strategic managers required as a minimum
on duty on each day.

 

1 x Area Manager for Strategic Operations

1 x Principal Officer for Executive Advice

 

11. Please provide details of the enhancements to basic pay of all Area
Managers as a result of flexible duty cover and cover on the strategic
rota.

 

20% enhancement for Flexible Duty cover, 12% enhancement (both on basic
pay) for Strategic Rota cover.

 

12. Also in relation to the additional enhancements paid to Area Managers
please can you advise if they are pensionable?

 

Both the enhancements referred to in the response to Question 11 are
pensionable.
