I must apologise for the slight delay in responding to your request for
information received on 02 August 2010. Your request has now been
considered and your questions have been emboldened.

Dear Hammersmith and Fulham Borough Council, most public bodies list the
freedom of information requests on their website with status of what was
released. you do not supply this data on your website

under FOI please give me an excel (NOT as a pdf) list of all FOI requests
you have had since it became law. for each FOI request, please list:

Please find attached a spreadsheet with details of all FOI/EIR requests
received from 01 January 2005 to 01 April 2010. The numbering is not
always consecutive as we have removed any requests for personal data,
appeals or correspondence from the ICO which were also logged on the
spreadsheet. We have also removed requests that were logged in error,
usually because they had already been received.

After 01 April 2010 requests were logged in our new electronic database
and we require some additional time to retrieve this data, due to how the
requests are managed and classified. I must apologise for this delay; we
will provide this information no later than Friday 10 September 2010.

In accordance with the Freedom of Information Act 2000 this letter acts as
a Refusal Notice.

I can confirm that we hold some information falling within the description
specified in your request. However, we estimate that the cost of complying
with your request would exceed the appropriate limit. Section 12 of the
Act recognises that a public authority is not obliged to comply with a
request for information if the process of compliance would exceed the
appropriate limit - as set by the Freedom of Information and Data
Protection (Appropriate Limit and Fees Charges) Regulations 2004 - this is
18 hours. For requests which will exceed 18 hours to administer, the
authority may refuse the request or levy a charge at -L-25 per hour for
staff time.

The administration costs include:

(a) determining whether it holds the information,

(b) locating the information, or a document which may contain the
information,

(c) retrieving the information, or a document which may contain the
information, and

(d) extracting the information from a document containing it.

This request would require several teams to spend, in total, over an
estimated 20 hours to retrieve and extract the information requested. The
estimated time for retrieving and extracting the information through the
use of reports and calculations broken down by information type is as
follows:

Additional time would also need to be spent by teams on retrieving and

It is our policy to refuse requests which exceed the 18 hours, however if
you were to make a new request for a more narrow category of information,
it may be that we could comply with that request within the appropriate
limit, although I cannot guarantee that this will be the case.

If you could identify the key pieces of information from your original
request which are a priority to you then we could address these as a new
request for information.

Further clarification of elements of your request would be helpful to us
in order to respond to your request. For example, it would help us if you
could provide clarification on which year the information is being
requested for, whether it is for financial year 2009/10, financial year
2010/11 or a calendar year in order to ensure that all information
provided by the different teams is for the same time period.
