I am writing in response to your Freedom of Information request dated 5
May 2024
For ease of reference, I have reproduced your questions below and set out
our corresponding responses.
1. What is your organisation’s Prevent Duty structure? (i.e. management
structure and the title of the roles of those involved).
The governance for the Prevent Duty is via the University Prevent and
Safeguarding Group comprised of Academic Registrar, Director of Student
Support, Head of Security, representative of the Student Union, University
Chaplain, HR representative and the Head of Compliance and Risk in the
University Secretary's Office.
2. Does your institution hold Prevent Duty guidance on the University’s
intranet and, if so, can I receive copies of this material?
Please see attached.
Also below is the guidance we provide on Learning Central at the start of
the training module.
FYI The module itself is provided by the government and learners are
redirected to their site - we have no ownership of it - so all we provide
is this explanatory statement and the end of unit quiz, which is created
by pulling questions directly out of the unit.
“The Prevent duty makes reference to many forms of extremism including
both violent and non-violent, far-right wing, far-left wing, Islamist,
anarchist and single-issue extremism. We understand that many communities
have concerns about Prevent, as data across England and Wales show there
have been disproportionate numbers of referrals and actions relating to
Prevent, on specific communities (e.g. the Muslim community) leading to
disproportionate impact on these groups.
Cardiff University’s approach to Prevent is aligned with its safeguarding
duties, to ensure that vulnerable students are not targeted by extremist
groups and to offer appropriate support to those who might be vulnerable
to exploitation.
This online training module is intended for any staff or other member of
the institution who needs to understand the nature of the Prevent
statutory duty as it affects higher education.”
3. What training do you provide to your staff in relation to the Prevent
Duty?

4,591 current active staff have completed PREVENT training since January
2018
5. How many people has Cardiff University organisation referred to the
Channel programme since October 7th?
We have not referred anyone to the Channel programme since October 7th.
6. Of those referred how many were students?
Not applicable
7. What were the justifications given for the referrals?
Not applicable
8. How much money does Cardiff University spend on the Prevent Duty?
There is no single budget for this. As you can see from the structure
above the responsibility is shared across existing roles and training is
done through mandatory online training.
There will be some people who have taken specific prevent related training
that may have cost money but the time involved in searching for and
providing the information you have requested would exceed the time limit
(18 hours) allowed under the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004. Accordingly, section 12(2)
of the Freedom of Information Act 2000 will apply.
9. Has Cardiff University accepted any Prevent money?
We have not received any money from the Prevent programme.
