(1) your policy or policy guidance for duties under the Counter-Terrorism and Security Act 2015 duties for the various local authorities listed in Schedule 6, known as “Prevent”;

(2) your policy relating to Internet filtering, blocking and prevention of access to material deemed inappropriate;

(3) the name of any providers of Internet filtering and blocking services that you use, or else a statement that you do not block or filter content at all;

(4) a list of agreements, arrangements or Memorandums of Understanding between yourselves and bodies such as the Internet Watch Foundation (IWF), the Counter Terrorism Internet Referral Unit (CTIRU) of the Metropolitan Police Service (MPS), or Police Intellectual Property Crime Unit (PIPCU) of the City of London Police, to receive lists of illegal or illicit content, for instance for the purposes of blocking.

Finally, can you tell me if:

(5) any filtering or blocking service incorporates lists from the IWF, CTIRU or PIPCU, and which lists are incorporated.

legislation i.e. the Freedom of Information (Scotland) Act 2002.

issued with the guidance by the Scottish Government which varies from that
issued to England and Wales. This guidance can be viewed by clicking on

The Scottish Higher Education Institutions formed a ‘Prevent Working
Group’ and published a ‘Good practice guide’ for the Scottish Sector, a
copy of which is attached.  The Scottish Good Practice guide informs the
way in which all Scottish Universities are taking the work forward. We
hope you find this useful.

 

(2) your policy relating to Internet filtering, blocking and prevention of
access to material deemed inappropriate; We expect all our staff and
students to follow our IT and Communications Facilities Acceptable Use
Policy (specifically page 7) which you can view [6]on our website. 

 

(3) the name of any providers of Internet filtering and blocking services
that you use, or else a statement that you do not block or filter content
at all; We block access to websites that are sources of malware, or the
hosts of phishing attacks, etc.  We believe that releasing more detailed
information, for example, the names of the providers could significantly
undermine our IT security systems and make the University more vulnerable
to any kind of cyber-attack.  We are therefore exempting this under
Section 30c:Prejudice to the effective conduct of public affairs and
Section 35 Law enforcement (2)(g) to protect the property of a charity
from loss or mismanagement.

 

 (4) a list of agreements, arrangements or Memorandums of Understanding
between yourselves and bodies such as the Internet Watch Foundation (IWF),
the Counter Terrorism Internet Referral Unit (CTIRU) of the Metropolitan
Police Service (MPS), or Police Intellectual Property Crime Unit (PIPCU)
of the City of London Police, to receive lists of illegal or illicit
content, for instance for the purposes of blocking. As a Scottish
University we are accountable to Scottish Government and we liaise with
Police Scotland and not the organisations you have listed above

 

Finally, can you tell me if:

 

(5) any filtering or blocking service incorporates lists from the IWF,
CTIRU or PIPCU, and which lists are incorporated. As a Scottish University
we are accountable to Scottish Government and comply with the documents
listed above, and the enclosed good practice guide.

In this question, we are only interested in content filtering. We are not interested in filtering or blocking for security purposes.

If you are not engaging in content filtering or blocking, a statement to say so would be more than adequate for our purposes.
