I believe that the information supplied is incomplete. It does not contain any correspondence, emails and notes from meetings held by Councillors Harrison, Bradley and Hossein pertaining to 'Friends of Pellatt Road / Friends of Pellatt Park. I understand that the Councillors have been involved in the setting up of this group and that meetings have been held at the Brent civic centre.

the Freedom of Information Act 2000 (FOIA) and Environmental Information
Regulations 2004
 
You requested a review on the following grounds:

I believe that the information supplied is incomplete. It does not contain
any correspondence, emails and notes from meetings held by Councillors
Harrison, Bradley and Hossein pertaining to 'Friends of Pellatt Road /
Friends of Pellatt Park. I understand that the Councillors have been
involved in the setting up of this group and that meetings have been held
at the Brent civic centre.
The further information you seek has been considered in accordance with
the provisions of the FOIA.

Information obtained, created or recorded by councillors when acting in
their capacity as ward councillors or otherwise for constituency or party
political purposes is not considered “held” by the Council for the
purposes of the FOIA. This is becasue it is only the Council as an
organisation and not individual councillors who are subject to the FOIA.
We acknowledge that information held by councillors when discharging a
function of the Council at, for example, Cabinet or Committee meetings can
be the subject of a FOI request, but clearly that is not the case in this
instance.
The information held by the Council, such as minutes or notes of meetings
taken by officers has already been dislcosed to you. As has any
correspondence held by officers. The further information you seek,
assuming it exists in the first place, is not held by the Council and
cannot be disclosed to you.

“31. Local authorities are public authorities for the purposes of FOIA,
but individual elected members are not. Therefore, information held by
councillors for their own purposes will not be covered by FOIA, but
information they hold on behalf of, or as part of, the local authority
will be covered (section 3(2)(b)).”

Therefore the information disclosed in response to your original request
comprised all the information held by the Council under the terms of
reference of the request, and I do not uphold your complaint.

If you are not content with the outcome of the internal review, you have
the right to appeal directly to the Information Commissioner for a
