Pre-qualification questionnaire
Dear Alliance Homes,
I am working for the London Borough of Hillingdon preparing an analysis and they have asked me to find out the following:
Has Alliance Homes or your agents ever sent PQQs to a contractor known as Breyer Group plc and if so how many PQQs were sent out to Breyer Group plc with a return date from 19 September 2012 to today?
Of the PQQs sent out to Breyer Group plc, how many were returned to you or your agent?
Of the PQQs sent out are applicants asked whether they have ever had a contract terminated, say within the last 3 years, and if so is this classed as a FAIL if they answer yes?
If Breyer Group plc returned completed PQQs and the question of terminated contracts is asked, did they list the following projects in this section: Triscott House, Hayes / Hayes End Library and/or Draper House, Southwark?
Were any of Breyer Group plc’s PQQs rejected because of the above question on terminated contracts?
Please could you provide us with an electronic BLANK copy of the PQQs sent to Breyer Group plc as referred to above.

Thank you for your email relating to a Freedom of Information request. I
would point out that as a Housing Association, Alliance Homes are not
covered by the Freedom of Information Act, and therefore we have no
requirement to respond in full to your request.
However, as an organisation, we aim to be open and transparent in our
business activities and I can advise you that having spoken to colleagues
within the organisation concerned with building contracts, that we have no
recollection of any contact with the Breyer Group.

Dear Gordon Flack,
Thank you for your response to my request for PQQ information regarding Breyer Group plc.
It appears that Alliance Homes (for itself and on behalf of the members of the Carbon Saving Alliance and the contracting authorities) have a Public Tenders OJEU document entitled "ECO Installer Procurement" with a published date of 2 November 2013 showing that on 01.08.2013 Breyer Group were awarded Contract No. 99, Lot 72 - Kent - projects involving work up to 250 properties on this framework agreement.
Therefore I would like to receive information regarding the PQQs for this project and any others that Breyer applied for with your organisation from 19 September 2012 to date, plus answers to my questions and documents relating to the points stated in my first FOI request.

Good morning
I've spoken to colleagues who have dealt with the framework agreement that you've referred to and they have confirmed that Breyer Group were successful with their tender for one of the lots.
However, I would refer you back to my previous comments where I advise that Alliance Homes, as a registered provider, is not covered by the Freedom of Information Act, and therefore not obliged to respond in full to your enquiry.
