Pre-application planning advice in respect of Hornsey Town Hall

In respect of: Pre-application planning advice regarding the Hornsey Town Hall project October 2015 to the present date.
I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.
Please note this request is in regard to the advice given by Haringey Planning Services in pre-application planning advice (PAPA) meetings, contacts and correspondence. These meetings are referred to in the monthly updates published by the planning department. It is not about the planning evaluation performed during the Hornsey Town Hall OJEU procurement exercise.
1. Can you supply the pre-application planning advice given to the various bidders for the Hornsey Town Hall contract, who used the PAPA service, October 2015 – September 2016?
To include relevant details of pre-application planning meetings, notes, minutes, correspondence, e-correspondence and any other documentation.
2. Can you supply the pre-application planning advice given to Far East Consortium IL or Coplan Ltd. or related special purpose vehicle or subsidiaries, in respect of Hornsey Town Hall, subsequent to their announcement as preferred bidders in September 2016?
To include relevant details of pre-application planning meetings, notes, minutes, correspondence, e-correspondence and any other documentation.
3. In particular, can you set out the advice given to Far East Consortium IL or Coplan Ltd. or related special purpose vehicle or subsidiaries, in respect of Hornsey Town Hall:
a) On the suitability and use of a planning submission employing a section 73 (TCPA 1990) application for minor amendments to an existing consent.
b) In regard to changes of business use classes.

My response is as follows:
There have been a number of pre-application meetings with three separate
organisations as follows:
· Tishman Speyer, Bioregional and the Ethical Property Company:
Pre-application reference numbers: PRE/2016/0121 and PRE/2016/0256 (2
meetings)
· Coplan Estates and Dorsett Group:
Pre-application reference number: PRE/2016/0258 (1 meeting)
· London Newcastle:
Pre-application reference numbers: PRE/2016/0239 and PRE/2016/0258 (2
meetings)
In relation to points 1 and 2, please find attached all relevant documents
that the planning service has in relation to the pre-application meetings
for the Hornsey Town Hall site. I can confirm that this is the extent of
all documents relating to the pre-applications.
Specifically in relation to point 2, the pre-application advice note and
associated documents have been attached for Coplan. However, the planning
service has not had a pre-application meeting with an organisation known
as ‘Far East Consortium’.
I would inform you that although two pre-application meetings took place
with ‘London Newcastle’ , no formal written responses were sent as the
‘applicants’ withdrew from the bidding process and therefore did not
require a formal pre-application advice.
Although officers take notes during the pre-application meetings, these
are not formal minutes but rather officers own notes that act as a prompt
when writing up the formal pre-application response – these hand written
notes are not archived and are not required to be retained so
unfortunately we are not able to provide these notes. However, the formal
pre-application responses obviously absorb and build on the notes taken by
officers.
I would advise however that with regards to the ‘London Newcastle’
pre-application scheme, officers were not particularly supportive of the
proposed use of the town hall – the proposal for the town hall is set out
in the attached pre-application material. The officer’s design comments
are also included which relates to these 2 particular pre-applications.
Finally, in relation to point 3, the attached pre-application responses
include details in response to points a and b. Again, as already stated,
although no pre-application responses were supplied for the ‘London
Newcastle’ pre-application scheme, I can advise that officers were not
particularly supportive of the proposed use of the town hall – the
proposal is set out in the pre-application material. Also, the officer’s
design comments are also included which relates to these 2 particular
pre-applications.
I can confirm that since the preferred bidder announcement there has been
no further pre-application meetings to date.
You should note that the pre-application advice reports related to the
pre-application material presented at the meeting and these are not
comments made on bidders tender submissions. These were not reviewed as
part of the pre-application meeting.
