1. What time period is the requestor interested in – is it since the New Carrington site was first identified in the Greater Manchester Spatial Framework (as it was known then) in 2016?
2. What is the definition of ‘plots’ – does this mean sites identified in Places for Everyone for residential or commercial development and release from the Green Belt?

Thank you for your request for clarification:
- In terms of plots, we are only interested in the land currently designated as Green Belt - the masterplan appears to categorise these in plots based on the proposed schedule of development. We would, however, be happy for Trafford to propose an alternative way of categorising the discussions that have been held (by landowner, for example?).
- In terms of time period, ideally we would like information about any discussions held about developments proposed on the land currently designated as Green Belt within JPA33, we would expect these to be limited given the land is currently protected (both in national policy and in the Local Plan) but let us know if this is an incorrect assumption.

However, we are still unclear as to what time period you require information about. Without clarity on what period you are interested in, your request will be considered too broad and refused under reg 12(4)(C) 0f the Environmental Information Regulations.
For example, you may be interested in information only since 2016, when New Carrington was first identified in the Greater Manchester Spatial Framework.

Thank you for your correspondence and subsequent clarifications where you
requested information about pre-application planning discussions since
2016 at sites in Carrington (as detailed in your request).
We can confirm that there have been no submissions for pre-application
planning advice since 2016 under your search criteria. Following your
clarification the Council searched its records and asked planning officers
directly for information about pre-application advice sought since 2016
for sites in the New Carrington allocation which are proposed to be
released from the Green Belt. It did not extend its search to other areas
of the New Carrington allocation which are not currently in the Green Belt
or which are proposed to remain in the Green Belt following the adoption
of Places for Everyone.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
