Dear Ministry of Justice,
this request relates to Parliamentary Question 178235 by John Hayes MP on "Capital Punishment: Crimes of Violence", submitted on 11 October 2018 and answered by Edward Argar MP for the Ministry on 19 October 2018.
Please could you disclose all records you hold relating to this parliamentary question (and its response).
thank you for your message.
I do understand your point that answering this PQ did not require the creation or deliberation of any new policy lines.
However, it is my experience that when a written PQ is received, there is inevitably a formal procedure where that PQ is assigned to a policy section/team to draft a response and that draft response (together with a cover note / submission) is then passed along the hierarchy for sign-off before it becomes the Government’s formal answer to the Parliamentary Question.
This process inevitably creates records which were within the scope of my request, unless the entire process from receipt to (ministerial or delegated) signoff took place by telephone, which is hard to imagine.
Could you thus clarify your assertion that there are no records respondig to my request?
