Dear Department of Health and Social Care,
thank you for your reponse to my FoIA request PPE Procurement VIP Lane/Parallel Supply Chain. I have some followup questions
1) Please could you confirm or deny that each of MPs Boris Johnson, Matt Hancock, Michael Gove, Rishi Sunak, Keir Starmer (Shadow PM), Jonathan Ashworth (Shadow Health Minister), Rachel Reeves (Shadow Chancellor of the Dutchy of Lancaster), Anneliese Dodds (Shadow Chancellor) were among those to submit recommendations, and state the total number of recommendations from each.
2) If as you state Lord Deighton, Chair of PPE Procurement Taskforce, was "not involved in the establishment or operation" please could you disclose to me the role/name of person(s) who were responsible for establishment and operation of the VIP 'Priority Appraisals' process
3) Please could you disclose to me the instruction given to that person to establish the VIP 'Priority Appraisals' process (I would like to know who it was sent to, the specific instruction given, and who that instruction originated from if not involving Lord Deighton in any way).

I am writing to request an internal review of Department of Health and Social Care's handling of my FOI request 'PPE Procurement VIP Lane/Parallel Supply Chain (follow up)'.
Concerning the answer to q1 (details of MPs who submitted recommendations to the VIP lane, and quantity) does not strike the correct balance between the public interest and the need for accountability. (It has already been established in law that award of some contracts was unlawful; I would like to know more information about who else was nominating companies to the VIP lane). Perhaps the 'commercial sensitivity' could be addressed by naming only those companies who went on to receive a contract award?
Concerning q2, I asked you to "disclose to me the role/name of person(s) who were responsible for establishment and operation of the VIP 'Priority Appraisals' process". You told me "Government officials". Please tell me the name & role of those officials as originally requested, if as you claim it was not a decision taken by Lord Deighton, Chair of PPE Procurement Taskforce.
Concerning q3,I ask you to "disclose to me the instruction given to that person to establish the VIP 'Priority Appraisals' process". You have not provided that document to me. Please do so without any further delay. That document will indicate precisely who was responsible for instructing the creation of the 'Priority Appraisals' process.
