As part of the citizen audit the request for a schedule of procurement waivers identified multiple PPE procurements, butnot the supplier.

1. Please from April 2019 to End June 2020 provide, by contract the type, amount, supplier and cost for these purchases.

2. Did CYC go through YPO for such supplies?

3. I understand that you may supplied non CYC private care homes and other facilities. How were recharges made to the public purse? If these were made *free* at what point did this practice finish, or is it ongoing?

Please see below the response to your enquiry under the Freedom of
Information Act (FOIA) received on 28^th August 2020.

Yes we are using YPO framework
 

 3. I understand that you may supplied non CYC private care homes and
other facilities. How were recharges made to the public purse?  If
these were made *free* at what point did this practice finish, or is
it ongoing?

 
The council was supported with supplies through the PPE LRF, and various
portals. The Local Resilience Forum (LRF) ceased on 11^th September 2020.
Care Quality Commission (CQC) regulated providers can now fully use the
NHS portal to request PPE (previously it was up to 24 care beds and 99
home care customers).
 
The council processed recharges utilising the Covid19 budget code to order
PPE through public health to assist with meeting required levels of PPE.
 
Although private care homes continued to use their own supplies; for the
first 3 months of the initial lockdown when stock was limited and
difficult for providers to obtain, in particular those customers who have
personal assistants and use direct payments, the council supplied PPE
through LRF, at no charge to the end customer.
 
The following sectors can now fully use the PPE portal to request PPE:

* Adult social care homes and domiciliary care settings
* Children’s care homes and secure children’s care homes
* Children’s residential special schools
* Primary Care (GP practices, optometrists, dental practices including
urgent dental care centres)
* Community pharmacies
* Substance misuse services

 
In addition additional support is now been considered for the following
sectors between now and the end of March
 

* Local authorities (including children and adult social care workers)
* Mental health community care
* Personal assistants
* Domestic violence refuges
* Rough sleeping services
* All education (and childcare) services
