Please supply information on the following.

The current Chief Constable Mr Rhodes also holds the title PPA (Police Pension Authority) - Scheme Manager of the Police Injury Benefit Scheme as enriched in legislation.

As Scheme Manager the PPA holds ultimate responsibility for all actions taken by any person or organisation he has delegated administrative tasks, which may include taking decisions.

Ultimately he can delegate duties of his PPA role.

1) Please provide information on, who he has delegated to administer any of the regulations under this role.

2) Is there more than one person.

3) If so please provide their rank and if possible names and positions, including staff members / departments.

4) Please provide a copy of the written Scheme of delegation with a date it was created and last reviewed.

To help you in this matter, it should be a formal written record of exactly what is being delegated and what the delegated person is expected to do, and to what limits.

It is unclear from your response that the Scheme of Deligation Document already exists. Please confirm for clarity on the matter, that one does or does not exist, a simple yes or no will suffice.

It is noted that you felt you had to refuse / cannot supply the Scheme of Deligation Document at this time.
If there is a Scheme of Deligation, could you please at least supply information identifying the date it was created, and by whom?

As you will understand the latter will help prevent any misunderstanding around the possibilities there is no Scheme of Delegation Docucment and that one is now being created, which could possibly carry a fraudulent date of creation or no date of creation.

Please provide information identifying the date and method of planned future publication of the Scheme of Delegation as per your response.

I am writing to request an internal review of Lancashire Constabulary's handling of my FOI request 'PPA Delegation'.

As you will see in the link below, a response was written back to you after your initial one. You acknowledged this with your standard response of replying in 20 working days. It is now overdue therefore request an internal review.

The response to you contained reasonable questions to which the answers would be simple. This is with regards to the existence or not of your lawful Scheme of Delegation Document, which you felt you had to deny in the original request.
