I am writing to request an internal review of High Speed Two (HS2) Limited's handling of my FOI request 'Power Substations'.
I think you have stepped over the line, you cannot ask for an extension using Regulation 7(1) provides that where a request is made under Regulation 5, the public authority may extend the period of 20 working days, to 40 working days, if there is reasonable belief that the request might be complex and voluminous
and then ask for clarification on the original question, that is taking the mickey, how can it be complex & voluminous if you ask me to clarify the original question.

I do not except your apologies & I would ask you to investigate further why the clarification was not asked for before 40 days, your FOI department has breached ICO regulations on response because it has not even examined the FOI to see if it needs clarification within 20 days.
I find that less than 10% of my FOIs are answered within the ICO recommended 20 days, & that you are going 40 days as a norm, even for the simplest of inquiries. The disclosure log shows you are only handling around 10 FOIs / month, so Mr Bird & his team should not be to overburdened answering 1 FOI every 2 days & asking for clarifications in less than 20 days.
