FREEDOM OF INFORMATION REQUEST FOI001-3903

 

We refer to your email dated 4 April 2022 which contained a request for
information as set out in italics below.  Firstly please accept our
apologies for the delay in responding to you.

 

Following consideration of your request, in accordance with the Freedom of
Information Act 2000, I respond to each point as follows:

 

1              How many potholes have been reported over the last three
calendar years ? Could I have this in a year by year breakdown please?

 

2019     --             2872No.

2          How many pothole have been reported on A roads in the last
three calendar years?

 

Whilst we can confirm that we hold the information requested, we have
estimated that the cost of complying with your request will exceed £450. 
We have made this calculation in accordance with Regulation 4 of the
Freedom of Information and Data Protection (Appropriate Limits and Fees
Regulations) 2004. This calculation was based on an hourly rate of £25.00
for the cost of locating, retrieving and extracting information involved
in the processing of your request.

 

Under Section 12 of the Freedom of Information Act we are not obliged to
comply with a request for information if we estimate that the cost of
compliance would exceed £450.  This letter is therefore a formal Refusal
Notice under section 17(5) of the Act.

 

To ascertain if the road was an A or B class road, the Highways section
would need to examine each report.   Additionally, the waiting time
between report and repair date is not recorded.   The Authority works to
intervention criteria, and if a pothole is reported and does not meet the
criteria for intervention no action is forthcoming. Consequently to gather
this information we would need to check every report referred to above to
establish first if it led to an actual repair, secondly we would need to
identify the date of repair on a repair record and calculate the time to
undertake a repair for each individual repair. With over 7000 reports to
download and review, this will take well in excess of 18 hours.  

 

It may be that we can supply some information if you can refine or reduce
your request to more manageable proportions and resubmit your request so
that it brings the cost within the appropriate limit.

 

Alternatively, if you wish to pay a full search and retrieval fee, we may
be prepared to consider your request under Section 13 of the Freedom of
Information Act which allows us to charge a fee where the estimated costs
exceed the £450.00 limit. 

 

3          What is the average waiting time between an A road pothole
being reported and filled?

4          What is the average cost of filling A road potholes?  

 

The Council does not hold the requested information.   Pothole filling is
undertaken by the in-house contractor who undertake all remedials defects
to the highway (paving repairs/debris clearance/kerbing repairs/pothole
repairs etc) under one budget code, as such it is not possible to extract
the data relevant to potholes only.

 

5          How many pothole have been reported on B roads in the last
three calendar years?

6          What is the average waiting time between an B road pothole
being reported and filled?

7          What is the average cost of filling B road potholes?

 

The Council does not hold the requested information.   Pothole filling is

the data relevant to potholes only.
