Dear Leeds City Council,
Under the FOI Act, I would like to request the following information regarding pothole data in Leeds:
1) How many potholes were recorded for every area in Leeds for the years 2021, 2022, and 2023?
2) What was the average time to fix these potholes per region for the years 2021, 2022, and 2023?
3) How many accidents were reported due to potholes in every area for the years 2021, 2022, and 2023?
4) What is the amount of money spent by the council on fixing potholes for the years 2021, 2022 and 2023?
5) What is the total amount of money paid out in compensation due to potholes for the years 2021, 2022 and 2023?
6) What was the budget to repair potholes for each region for the years 2021, 2022 and 2023?

Information Regulations 2004, within 20 working days, from the day after
your request was received. We will therefore aim to respond to your
request by 22/11/2023.

I can confirm your request is being considered under the Environmental
Information Regulations 2004 (EIR), as opposed to under the Freedom of
Information Act. This is because the information you have requested
concerns ‘activities’ and ‘administrative measures’ which are likely to
affect elements of the environment under Reg 2(1)(c).
Reg 7(1) of the EIR, however, does allow the Authority to extend the 20
working day deadline to 40 working days in the event of such complications
and, given the nature of your request, we feel that it is appropriate to
do so in this instance.

I refer to your correspondence to the council and your request for the
following:
1) How many potholes were recorded for every area in Leeds for the years
2021, 2022, and 2023?
See attached spreadsheet. Note however that these figures relate to the
number of pothole defect reports, not the number of potholes dealt with,
which we do not keep records of.
2) What was the average time to fix these potholes per region for the
years 2021, 2022, and 2023?
Each category has a target completion time which are cat 1 24hours, cat 2
7 days and cat 3 28days. The % of defects attended within the target time
is recorded and were 2021 85.5%, 2022 87.5% and 2023 83.9% to date.
3) How many accidents were reported due to potholes in every area for the
years 2021, 2022, and 2023?
We do not hold this information. We would only record information of any
claims was paid out.
4) What is the amount of money spent by the council on fixing potholes for
the years 2021, 2022 and 2023?
2021 - £948819,
2022 - £834795,
2023 - £861749
5) What is the total amount of money paid out in compensation due to
potholes for the years 2021, 2022 and 2023?

Roadway Pothole £25,383.68 £33,375.36 £67,167.79
6) What was the budget to repair potholes for each region for the years
2021, 2022 and 2023?
£1250000 each year. This figure includes an allowance to repair all
defects on the highway, over and above pothole defects.

failed to comply with a requirement of the Regulations in relation to your
request. Representations must be made to us no later than 40 working days
after the date you believe we failed to comply with such a requirement.

your representations.
