'Potential Victims of Trafficking' and MS1 forms

Dear Home Office,

In press work and public reporting by the Home Office, are MS1 forms included as 'Potential Victims of Trafficking' or are PVoTs only counted as those who are entered into the National Referral Mechanism?

For example, this press release announcing a Memorandum of Understanding between the UK and Vietnamese government says that 738 Vietnamese PVoT were identified by authorities in 2017 (https://www.gov.uk/government/news/vital...). Does this figure include MS1 forms for whom Vietnam is a country of origin? If so, please clarify whether other Home Office reports and press work citing PVoTs include MS1 notifications.
