I am writing to let you know that we have reviewed your request and have
decided to extend the period of time we need to respond to 40 working
days. We have reached this decision in accordance with s.7(1) of the
Environmental Information Regulations (EIR) 2004 because we reasonably
believe that the complexity and volume of the information requested means
that it is impracticable to provide our substantive response sooner.

Our full response will now be provided not later than 4 February 2016. In
the meantime I have attached the information we hold in response to the
part of your request relating to Newbury Football Club. Information
relating to Triangle Field, Hungerford Primary School, Newbury Rugby Club,
Park House School, Theale Primary School and North Street Playing Fields
will follow.

Please note that a number of names, email addresses and telephone numbers
have been removed from the attached document because we consider these to
be personal data as defined by the Data Protection Act 1998 and therefore
exempt from disclosure under s.13 (2)(a)(i) of the EIR. Junior staff
members and external contacts have a reasonable expectation that their
contact details will not be disclosed to the world at large. Therefore,
disclosure would be neither fair nor lawful and in direct contravention of
the first data protection principle.

I enclose two PDF documents which contain correspondence
concerning the development at Hungerford Primary School and
Newbury Rugby Club.

This information, together with the information concerning
Newbury Football Club disclosed on 15 January 2016,
constitutes all of the information held by Sport England
falling within the scope of your request.

For the avoidance of doubt Sport England does not hold any
correspondence concerning developments at Park House School,
Theale Primary School or North Street Playing fields. We have
disclosed all of the information that we hold relating to the
Triangle Field in Hungerford to you in our responses to your
previous information requests.

Please note that a number of names, email addresses and
telephone numbers have been removed from the attached
documents because we consider these to be personal data as
defined by the Data Protection Act 1998 and therefore exempt

I am writing to request an internal review of Sport England's handling of my FOI request 'Potential development on specific playing fields in West Berkshire'.

I am very grateful for the information supplied so far. Now that I have accessed the response on a computer ( as opposed to an iPad) I have been able to open and review the zipped files. I would however like to draw your attention to an inconsistency between the text of the latest response to my request and the information supplied:

You say:

"For the avoidance of doubt Sport England does not hold any
correspondence concerning developments at Park House School,
Theale Primary School or North Street Playing fields. We have
disclosed all of the information that we hold relating to the
Triangle Field in Hungerford to you in our responses to your
previous information requests."

However, there are documents within the information supplied that refer to Theale Primary School/North St Playing Fields and I think there is also mention of the possible loss of a cricket pitch at Park House School. In contrast there is no mention of John O Gaunt school, Hungerford in the response to the request, nor have any documents been supplied. Please could you therefore clarify the situation?

Whilst performing the review I would also be grateful if you could take a further look at the redactions as it makes it very difficult to follow the flow of emails. I am not asking for the names/email addresses of individuals, but it would be helpful if you could substitute the name of the organisation they represent and also their position/department in that organisation if known. In addition I believe that the 'personal data' exemption does not always apply if the person is acting in an official capacity as a senior official in a public sector organisation, or has a public facing role.

Further to your recent email I attach amended copies of the documents
disclosed in response to your request for environmental information. Where
it is not immediately clear from the correspondence itself I have added an
annotation to indicate the organisation sending and receiving the email in
question.

I have checked the inconsistencies referred to in your email below and
would like to apologise for the confusion. This is in part due to an error
on my part as I neglected to include John O'Gaunt School in the list of
sites within the scope of the request, and in part due to the large volume
of data involved and the way that it was categorised when retrieved in
response to your request.

I understand that there is mention of Theale Primary School and North
Street Playing fields in the document relating to Newbury Rugby Club. This
is because the correspondence relating to these sites was mistakenly
categorised alongside information relating to the rugby club when dealing
with your request.

Please accept both my apologies for the confusion this has caused and
assurances that the information supplied to you nevertheless represents
all information held by Sport England following an extensive search of our

I appreciate the effort you have put in, but I would be grateful if you would continue with an internal review of the redactions applied to the other 2 pdf's (relating to Hungerford Primary School and Newbury Football club) & also redactions of content within emails. eg a line in page 1 of the 'Rugby' pdf and the entire content of an email mid document ( page 66?) titled 'West Berks FOI'.

I'd also appreciate confirmation that you have searched for documents relating to John O Gaunt school, Hungerford as I'm not sure from your explanation whether you have now performed a search and hold no documents relating to the school, or whether the search has yet to be performed.
