My specific query relates to an existing contractor for the Post Office that acts on behalf of the Post Office acting as temporary postmaster for in excess of 30 Post Offices branches in the UK for a period of approximately 9 years. It has been confirmed by the Post Office in writing that the role of this company extends to paying salaries and managing employment contracts on behalf of the Post Office.

1. Please can you confirm if there is any record of an original tender document (from around 2007) Mr Patel responded to, for consideration to be a contractor to the Post Office?

2. If so, please can you provide a copy of the document that clearly shows that date of the application.

3. If no document exists, please can you provide a short statement that explains the circumstances surrounding Mr Patel's initial application to the Post Office to be considered as a contractor to manage staff salaries and employment contracts on behalf of the Post Office.

4. Please can you provide a written response that confirms inquiries were made by the Post Office of Mr Patel made in the interest of his application/interest to run Post Office branches, that shows previous experience of

a) running a previous business in a similar sector
b) experience of managing similar public sector contracts of this size
or
c) experience of managing similar private contracts of this size
d) experience of managing wages payments of public sector employees
e) experience of managing employment contracts of public sector employees

4. Has the Post Office ever made any inquiry into whether Mr Patel and his associated companies hold any specific certifications that relate to

a) ISO Accreditation
b) PCI Compliance
C) CIPFA related accountancy accreditations

5. Has the Post Office ever awarded a temporary postmaster contract to a company to manage staff salaries (on behalf of the Post Office), where that company has filed information at Companies House that suggests

a) they are a dormant trading company
b) they have been issued a First Gazette notice (compulsory strike off notice)
c) they are filing unaudited accounts

6. Please can you provide a specific example of where a Post Office branch has moved from temporary management by Mr Patel and moved to a franchise that isn’t managed by one of his companies.

7. Please can you confirm if the temporary postmaster contracts are issued on a branch by branch basis.

8. Please can you confirm if temporary postmaster contracts issued are in the name of Mr Patel or in the name of his registered company Potent Solutions Ltd.

9. Please can you confirm that the Post Office Ltd issue funds directly to temporary postmasters (or their associated companies) to remunerate to branch staff via short hours contracts.

10. Please can you provide a statement that gives an overview of the minimum standards set out by the Post Office for consideration to run a Crown branch as a temporary postmaster. Please include statements that set out ;
a) the minimum financial position of a prospective applicant
b) the minimum accountancy qualifications required (in the interest of paying salaries that are funded by the public purse)
c) if any quality assurance certification (ISO etc) or financial compliance qualifications (PCI) are required by a temporary post master on behalf of the Post Office Ltd.
