1. How many insurance claims have you received relating to that pothole (if any) and how many of them were successful (if any)?

2. How many reports have you received from members of the public regarding that pothole? Please include details of each/any reports or enquiries you have received about it.

3. How many times has that pothole been identified or noted in any way by TFL staff or subcontractors inspecting the highway? I would like this request to include all inspection reports and accompanying photos relating to this pothole and preferably any internal or external communications relating to this pothole held by TFL and any information held by TFL relating to this pothole.

4. How many times has this pothole been repaired?

The impact of current circumstances on TfL’s resources means we are not
able to answer FOI requests readily and we ask that you please do not make

Answering FOI requests will require the use of limited resources and the

Unfortunately, from the description provided, we are unable to identify
the information you require.

range for all four of your questions asked below. The smaller the date
range allows for a more focused a search as the reviewing of the
information we hold needs to be done manually to identify and extract any
information captured by your request. In addition, with specific regard to

Dear FOI,

As I have stated, the pothole in question is the identified in this FOI request: TfL Ref: FOI-1557-2021 https://www.whatdotheyknow.com/request/p... in the answer you provided me as a result of that FOI request you provided an inspection report and photos of a pothole, that is the pothole I am referring to in this FOI request. The time frame I'd like to know about is the time frame in which this pothole has been present on the road. Since I do not know how long that pothole has been present on the road, and how many times it has been repaired, I'm unable to provide you with the relevant time frame. So I would like the answer to my FOI requests to contain any and all information you hold on your database(s) and email accounts since your records began, regarding that particular pothole.

Thank you for your requests received by Transport for London (TfL) on 26
and 30 November 2020 asking for information relating to a pothole on the
Croydon Flyover A232.

 

Your requests has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy. I
can confirm we do hold some of the information you require.  

 

A regular maintenance inspection of Croydon Flyover was undertaken on 1
October. Reports are not created from these regular inspections. Any
defect noted will be created on our asset management system. No defects
were noted on this inspection

 

We are not able to ascertain when the pothole you’ve asked specifically
about appeared in the carriageway on the A232 Croydon flyover.  We have
therefore provided you with information we hold covering the last few
months, as below and attached.

 

 1. How many insurance claims have you received relating to that pothole
(if any) and how many of them were successful (if any)?

 

So far in 2020 there have been 17 claims linked to the Croydon flyover,
however due to the difficulty in identifying which claim / description
relates to a particular pothole, we are unable state with any certainty
which if any of these relate to the pothole that you’ve specifically asked
for information on, and therefor the outcomes of any of the claims that
may relate.

 

2. How many reports have you received from members of the public regarding
that pothole? Please include details of each/any reports or enquiries you
have received about it.

 

Please find attached details of potholes reported on the Croydon flyover
reported between 9 December 2019 and 30 November 2020. Please note for the
same reasons as above that it is not possible to identify whether these
relate to the specific pothole you’ve asked about.

 

Please also find attached details of reports received by our customer
services across the 2020/21 financial year. Again, we cannot confirm if
all these cases refer to the particular pothole you have asked about.
Please also note that some of these contacts may be duplicates coming from
different sources such as the borough.

 

Please note that in accordance with TfL’s obligations under Data
Protection legislation some personal data has been removed, as required by
section 40(2) of the FOI Act. This is because disclosure of this personal
data would be a breach of the legislation, specifically the first
principle which requires all processing of personal data to be fair and
lawful. It would not be fair to disclose this personal information when
the individuals have no expectation it would be disclosed and TfL has not
satisfied one of the conditions which would make the processing ‘fair’.

 

3. How many times has that pothole been identified or noted in any way by
TFL staff or subcontractors inspecting the highway? I would like this
request to include all inspection reports and accompanying photos relating
to this pothole and preferably any internal or external communications
relating to this pothole held by TFL and any information held by TFL
relating to this pothole.

 

TfL defect data is recorded by road segment rather than specific pothole.
However we have been able to manually look through the defect reports for
the last year and have identified three additional potholes that were in
close proximity to this pothole. They were reported as below.

 

 A. Reported for make safe on 7/10/2019
 B. Reported for make safe 18/12/19
 C. Reported for make safe 15/01/20

 

 

We have already provided the maintenance and inspection records for this
section of road since 3rd October 2020 and a before and after photo for
the one pothole defect recorded, The pothole that was logged on 5 October
was found by our contractors while driving over the flyover, this was not
part of a routine inspection. Once noticed it was logged as a defect and
repaired

 

4. How many times has this pothole been repaired?

 

The pothole was repaired on 5 October.  

 

Please note that TfL’s road maintenance process relating to road safety
inspections is detailed in the London Highways Alliance Contract, volume
2, service information (common) section 2.1. This include the details of
maximum time between identification and repairs. Please see attached for
further information.
