Postgraduate loans secondary legislation

In regards to postgraduate loans for PhD candidates, you previously set out that; "Prior to the loans’ introduction we will need to lay secondary legislation to legislate for the loan product."
Please can you;
1. Confirm that the necessary secondary legislation has been laid;
2. Where this can be accessed;
3. Any accompanying Explanatory Memoranda to Members of Parliament;
4. The most recent briefing paper on this topic, provided to the Minister responsible for implementing the Postgraduate loans for PhD candidates.
5. The most recent Ministerial submission paper on this topic, provided to the Minister responsible for implementing the Postgraduate loans for PhD candidates.
If the sum of answering these queries would go beyond central government FOI guidelines, please answer them separately.
