Postal votes in the December 2019 General Election

We're waiting for Maria Boys to read recent responses and update the status.

Dear Southampton City Council,
Can you please provide the following statistics for Southampton
1) the number of postal votes issued, broken down by ward (categorise overseas as one block)
2) the number of postal votes received, broken down by ward
2a) the postal vote turnout percentage calculated from 1) & 2)
3) the number of received postal votes rejected
3a) if any steps were taken to assist rejected voters to vote in time eg correcting signature/DOB
4) whether the printing, posting and authentication were done in house or contracted out. If contracted out, which company.
5) the total number of deceased removed from the electoral roll from the time the GE2019 was announced till the election date 12/12/2019 by constituency

6) the total number of people who had moved, removed from the electoral roll from the time the GE2019 was announced till the election date 12/12/2019 by constituency

7) the total number of complaints received by the councils electoral officer
a) people who said they were registered to vote but were unable to vote as they were not listed on the voters roll at the polling station
b) number of students included in these figures
c) people who said their postal vote arrived too late, or not at all . If late, why were they issued late. How many recorded as arriving too late.

Please note- This information is not held by Southampton City Council. The
information is held by the Electoral registration team at Southampton, who
are in fact the responsibility of the Returning Officer for the
registration area of Southampton.

 

The registration of electors is governed by the Representation of the
People Act 1983 as amended under Section 8 of the Act, and the appointment
of officers for an election under Section 25. The Council must appoint an
officer of the Council to be the registration officer for any constituency
or part of a constituency coterminous with or situated in the council’s
area and a Returning Officer for the conduct of elections. Mark Heath is
the appointed officer for the registration area of Southampton and the
Returning Officer for local elections. The Electoral Registration
Officer’s and Returning Officer’s responsibilities and duties are personal
and as such the Returning officer is not, for example, an employee of the
Council, and further, the register of electors is the responsibility and
property of the Electoral Registration Officer, not the local authority.

As you will see, the Freedom of Information Act does not list any person
appointed under the Representation of the People Act 1983. Neither the
Electoral Registration Officer nor the Returning Officer is subject to the

respond to your request, and as such we will pass this on for their
consideration
