Please publish the Post Project Evaluation due for completion by the 31st December 2016 that concerns the Scott Review of the CCNI. Please include the expert advisors remarks and recommendations.

Mr McKee,

 

Thank you for your email of 28 March in which you have requested that the
Department publish the Post Project Evaluation (PPE) of the Strategic
Review of CCNI. In response, I wish to confirm that the Department does
not hold a PPE in respect of the review. As advised in FOI/ DFC/2017-0313
issued to you on 2 January 2018, the review has not been finalised and the
report is in draft, therefore no PPE has been conducted.

Dear Department for Communities (Northern Ireland),

Please conduct an internal review.

The main purpose of PPE's is to examine and provide evidence of the value of return on the investment made. This applies to all projects and is an integral part of public procurement processes. The review will exist in the form of lessons learned, for future projects.
In projects, although planned for and scheduled as part of the closure process, the review itself is not part of the project, and is not dependent on its completion. It is imperative in order to protect the public purse to have at least an interim review on the project completed to date. It is inconceivable given the terms of reference for the review of the regulator that no evaluation has taken place, and that evaluation must be available for public scrutiny.

not held by the Department.  As the request was not handled under the
terms of the Freedom of Information Act the right to an internal review
does not apply.
