Clarification Required: Freedom of Information Request ENQ- 424873-C3V1W2
 
We refer to your request for information dated 20 August 2020.
 
We have looked carefully at your request and we are afraid that we are
unable to identify the information requested without further detail from
you. We would therefore be grateful if you could clarify your request.
 
Our understanding of your request is that you would like data from surveys
carried out following the NDR opening, and in 2019. Surveys were
undertaken in Autumn 2018 (following the NDR opening) and Autumn 2019. We
have the data and can collate but require clarification on the data you
are requesting.
 
Each survey has a different survey numbering system, therefore ATC1 in
2018 isn't necessarily ACT1 in 2019. We therefore need to know which sites
you are referring to, so we are able to provide the correct data. It would
appear that you have had sight of a survey plan with numbered sites; if
this plan can be provided, we can issue the information.
 
We would be happy to discuss your request with you if you think that this
would help. You can call us on 01603 222661.
 
Once you have provided this information, we will be able to process your
request. If this information is not received by the 18 September 2020 we
will assume that you do not wish to continue with your request and will
close the file. Your request will be placed on hold whilst we await this
information. Once this information is received, the timescale for response
will reset.

Dear Bev (Freedom of Information),

Apologies, I missed your Sept 8th response - I do still want the information.

I am a little amazed that the ATC survey numbering system does not uniquely define sites permanently - this is bound to lead to confusion.

Anyway, please send me all your data for 2018 and 2019 recorded in the Norwich Western quadrant area, and any associated maps so that I can cross-reference the information between years. I beleive this will catch all the data I need and is simpler for you.

Thank you for your reply below. Unfortunately, the “Norwich Western Quadrant” is a general term and doesn’t refer to a defined boundary. We want to provide you with the information you are requesting, but the data is specific in terms of location, and therefore we need a clearly defined scope to work from, be it a specific area or list of sites.

Dear Bev (Freedom of Information),

This is getting ridiculous. The request is very simple and has been deliberately complicated. The council frequently use the term the Norwich Western quandrant so it is very surprising to know that the Council does not know what they mean by it.

To simplify again -
1. Please take the city centre of Norwich as "point zero".
2. Please supply all ATC data recorded in the surveys that were undertaken in Autumn 2018 (following the NDR opening) and Autumn 2019 a) WITHIN 20 mile radius of "point zero", AND b) WHICH LIE within the 180-360 degree arc from "point zero" (ie the 180 degree western arc between geographical South and North).
3. Please provide necessary maps of the ATC data locations so that cross-referencing between 2018 and 2019 data can be done.

This is a wider area than the Norwich Western quadrant, but as you are unable to define that area, this wider defination will capture the locations required.

I do not accept that the dates on this FoI should be reset. The original dates have been overrun. Please provide the data as soon as possible without further prevarication and complication.

Following clarification received from you on the 23 October 2020, we are now in the position of being able to send you the information you have requested, however due to the size and number of files we need to send this to you by USB memory stick and therefore require a postal address.
