The Council’s response is set out below:

 

With reference to your FOI request received on 13^th January 2020, I can
advise that post-mortems are carried out at the request of the Coroner. 
As the Coroner is not a public authority within the Freedom of Information
Act, we have no duty to provide the information you have requested.

 

In accordance with the Freedom of Information Act, if you are not
satisfied with the reply to your request you can ask for a review. A
request for a review must be submitted within 40 working days in writing
to the Corporate Information Governance Team, City of Bradford
Metropolitan District Council, City Hall, Centenary Square, Bradford, BD1
