In reply to an earlier FOI request, Royal Mail quoted:-

E5 20 E50 11 CHATSWORTH ROAD E5
E5 18 E58 28 DOWNS ROAD E5

Are within ‘Town and City’ specification, which fall into a latest collection time specification of 17:30 – 18:30 hours. Furthermore they claim this has been the case from July 2011 onwards.

Can you explain why the following boxes are not ‘Town and City’ specification, and do not fall into a latest collection time specification of 17:30 – 18:30 hours? (They are nearer to Central London than the above 2 mentioned post boxes. )

E2 14 E28 210 KINGSLAND ROAD
E2 4 E28PJ THURTLE ROAD
E2 17 E28DY KINGSLAND ROAD
E2 22 E28PR 328 HACKNEY ROAD

These boxes are within one mile to Central London.

Can you tell me why some post boxes in E8, E9 and E5 (London) are not within ‘Town and City’ specification?

If there has been an oversight, will this be corrected?

Can you explain why post boxes in E13 (London) are within ‘Town and City’ specification, which fall into a latest collection time specification of 17:30 – 18:30 hours?

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Royal Mail Group Limited's handling of my FOI request 'Post Box Collection Times'.

I would like an internal review because of the following reasons:-

All the post boxes mentioned have currently a final collection at 17:00hrs.

If they are in the ‘town and city’ specification as you agree they are. Then the final collection from these post boxes should be 17:30hrs.

I am pointing out to you, that by performing final collections from these post boxes at 17:00hrs, you are in breach of OFCOM regulations.

I have not asked you to search for anything. I have asked you to explain why you are not performing the collections according to information that you yourself have directed me too, which states a final collection from post boxes that have a ‘town and city’ specification will be made between 17:30hrs and 18:30hrs.

I have taken the time and effort to bring to your attention a breach of OFCOM regulations, you should at the very least make sure that all post boxes in the E2, E5, E8 and E9 have a final collection between 17:30hrs and 18:30hrs, and not 17:00hrs. This information can be obtained from the Whitechapel Collection Hub.

I ask you to review my request for an explanation, take this matter seriously and make sure no post boxes in the E2 E5 E8 and E9 have a final collection before 17:30hrs.

I am considering taking this matter to OFCOM.
