We've been looking at the Ministry of Justice figures for all eviction proceedings between 2003 and 2014 (1st quarter). Maybe some of that data might be relevant? (it'd be good to see the council response anyhow, as 'social landlord' in MOJ data does not differentiate between council and housing association). Of those home possession orders which were not granted to the council in 2013, and so far in 2014, please state the number of cases where the council were also not awarded court costs (I am one of this number).

Reason for the follow-up question about court costs: I know of three cases where, although the court did not grant a possession order, cost were awarded. In my case the council lost both, and were severely reprimanded by the judge for not being able to provide any knowledge of my personal circumstances and, though in arrears due to the bedroom tax, were not able to provide details of what they had done to help me avoid court. The judge called my appearance in court an "outrage".

To clarify, what I am seeking is the number of home possession orders taken out against council tenants, though those against council leaseholders will also be relevant, so both sets of figures, if possible.

Of these, please state the number in each case (if providing figures for both tenants and leaseholders)where the council was NOT successful in obtaining a possession order, and the number where court costs were also not granted to the council.
