Dear colleagues,

Please find attached the details of a customer's enquiry.

In order for CCC to track the progress of each customer's enquiry
accurately, please notify CCC when you have responded to the customer.

If the nature of the enquiry does not fall within your area of expertise
please let us know by emailing CCC Closed Calls mailbox or using the link
in the attached word document.

If you are aware of the team that can successfully progress the customers
enquiry please can you forward the enquiry to that team and advise CCC
that you have done so.

Please note that your correspondence to CCC Closed Calls is used to assist
with developing lines to take for the advisors (in other words increase
the number of enquiries that the team answer at source).

Therefore it would be very much appreciated if you could attach a copy of
your written response or provide a brief summary of your telephone
conversation with the customer

Kind regards.

Dear Edwards, Al,

According to the Information Commissioner's office, with regards to the Freedom of Information Act:

1) everybody has a right to access official information. Disclosure of information should be the default – in other words, information should be kept private only when there is a good reason and it is permitted by the Act;
2) an applicant (requester) does not need to give you a reason for wanting the information. On the contrary, you must justify refusing them information.

From the ICO's guide to the Freedom of Information Act for public organisations:

"Anyone can make a request for information, including members of the public, journalists, lawyers, businesses, charities and other organisations."

There is nothing within the Freedom of Information Act to my knowledge that states I have to disclose my employment status to you. The information I am required to supply to you under the act is: my name, an address which can be physical or email (email supplied) and the written request specifying the information required.

Yours sincerely,

Chris Evans

Dear Edwards, Al,

I am just writing to you to establish whether, given my last email, you are intending to respond with the information or whether you are objecting / refusing without it.

Yours sincerely,

Chris Evans

Edwards, Al,

Mr Evans,

You may also be aware that assembling requested data could possibly bring cost implications, depending on the time needed to assemble.

Consequently, a more efficient route would be for the requester to sign up for access to a secure HE extranet site, where similar information and data is available and updated regularly.

However, in order for me to organise the relevant HE department to issue a user account, you will still need to submit the few details I ask for here .

Dear Edwards, Al,

Thank you for the response. I may misunderstand however are you stating the data is freely available via this platform? If so, surely the data is already compiled?

Yours sincerely,

Chris Evans

Dear Highways England Company Limited,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Highways England Company Limited's handling of my FOI request 'Positions of driver location signs on motorways'.

The data request is straightforward but I have repeatedly been requested by Al Edwards for information about which organisation, if any, I work for. This information does not form part of an FOI request however on advising this to Al Edwards, I was told: "You may also be aware that assembling requested data could possibly bring cost implications, depending on the time needed to assemble."

Al Edwards states that he wants the information for his own benefit but also may be willing to sign me up to a private site for access to the information if I provide the organisation, if any, that I work for. Clearly therefore this data is already compiled and is unlikely to bring about additional charges.

My latest reply has not been responded to by Al Edwards and I believe I am being obstructed in this request.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/p...

Yours faithfully,

Chris Evans

FOI Advice,

Dear Mr Evans,

I attempted to send the following email earlier today but unfortunately the delivery failed.

I have raised the issue with our IT department who should permit the attachment to be sent, otherwise please contact me directly at [email address] with an alternate email address and I will happily provide the information requested.

The content of my email was as follows:

Yours sincerely

Chris Barnes, Freedom of Information Officer
Highways England | Lateral | 8 City Walk | Leeds | LS11 9AT

Dear Mr Evans

Thank you for your most recent email.

You are of course correct that the identity and/or motive of the requester is not a relevant concern under FOI.

Marker post location information is information that Highways England would routinely provide, as such, please find attached a spreadsheet of marker post locations.

My colleague is correct in saying that this information is subject to change so you may not be able to rely entirely on this information in the future.

Please be assured that I will remind my colleague of our obligations under the Act. Please also accept my apologies for any frustrations in the delay in being provided with this information.

Most documents supplied by Highways England will be Crown Copyright. Most Crown Copyright information can be re-used under the Open Government Licence. For information about OGL and about re-using Crown Copyright information please see The National Archives website.

If you are not content with the outcome of this internal review, you have the right to apply directly to the Information Commissioner for a decision. The Information Commissioner can be contacted at:

Dear Chris,

Thank you for your prompt review. I am pleased with the outcome we have had in this case following the review and in particular the promise that you will follow this up with your colleague. FOI is an important act and as such it makes things much easier if the employees responsible for providing such information understand their responsibilities within it.

I look forward to the second attempt at sending the relevant files. I suspect it would make no difference which email address I gave you as it appears to be your own systems that are preventing the file from being sent. I would be happy to provide you a dropbox upload link which you could drag and drop the file into if this remains a problem. Let me know if this would be beneficial.

Yours sincerely,

Chris Evans

Dear FOI Advice,

Thank you for the file. I have now received it.

Unfortunately, it describes all the markers but does not specify their locations.

I was expecting latitude / longitude or some other method of identifying their location?

Yours sincerely,

Chris Evans

Mr Evans,

I have gone back to our contractors who have provided me with the attached spreadsheet. This contains OS references. Unfortunately, longitudes and latitudes are not recorded.

I hope the attached is of use.

Dear Chris,

Thanks again for the reply. We are definitely getting there but it is still not quite right.

The information supplied contains the driver location signs for motorways but appears to be missing the M2, M20, M23 and M26. I believe the M26 may not have any so that likely explains that one but I can't understand the other 3 missing.

Additionally, it does not contain the marker post locations. The original request was for driver location signs like this:

http://www.cbrd.co.uk/articles/driver-lo...

...and motorway marker posts like this:

http://www.ukma.org.uk/sites/default/fil...

...with their specific locations. Any accurate location type is fine (OS references are no issue).

Yours sincerely,

Chris Evans

FOI Advice,

Dear Mr Evans,

I have checked the latest version of the spreadsheet and the M2, M20, M23 and M26 are all included.

I have gone back to our contractors for clarification regarding any missing data.

I will let you know as soon as I have an answer.

Yours sincerely

Mr Evans,

I have gone back to our contractors who have provided me with the attached spreadsheet. This contains OS references. Unfortunately, longitudes and latitudes are not recorded.

I hope the attached is of use.

Yours sincerely

Dear Mr Evans,

The blue signs in the first attachment are a relatively new addition to the motorway network. They are designed to complement and be more visible than the marker posts shown in your second attachment.

Both types of furniture display the same information. The photo attached to this email demonstrates this.

The marker posts are installed at 100m intervals, the blue location signs are installed at 500m intervals.

As both display the same information their locations are both contained in the previous spreadsheet.

Please see the following interim advice note produced in 2010 for further details regarding the installation of the 'new' signage: http://www.standardsforhighways.co.uk/ia...

I trust this clarifies matters.

Yours sincerely

Dear Chris,

I must apologise. I opened the file on a Mac and the M20, M23 and M26 were not present. Having now opened in Excel on Windows, they are all. I cannot explain this!

This request is now complete. Thank you for all your assistance.

Yours sincerely,

Chris Evans

Great Dataset!!

Anyone trying to download Gazetteer_All_Mposts_only.xlsx and open in MS Excel 2003 or earlier will hit the 65536 row limit for a worksheet BEFORE the file is totally opened. Get a buddy to open the file in a more recent version of EXCEL and save the data out as a CSV file (for you to LINK to as a data source) OR to filter and extract what you are looking for.

Adding a column to the dataset with a numerical sequence will greatly assist if you resort to graphing the longitude and latitude columns to form a quick and dirty location make.

Google MyMaps https://www.google.com/maps/d/ can be used to generate your own maps using their aerial mapping.
