Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to Manston Airport. I am pleased to
provide the response below:

 

You asked who was involved in writing the document entitled “Manston
Airport under private ownership: the story to date and the future
prospects.”

 

This document was produced to make clear for all to see Kent County
Council’s substantial and consistent efforts to support Manston and
generate growth and economic prosperity in East Kent.  The production of
the document was led and co-ordinated by Paul Carter, Leader of the
Council, who spent considerable time in shaping and forming the document
and pulling together the evidence. The Director of Economic Development
(David Smith), two officers in the Communications Team (Lucy Majin and
John Stibbs), and an officer in the Leader’s Office (Sarah Nurden)
provided the Leader with information. The document was created in-house
and, other than the cost of printing one copy for each County Councillor,
there was no printing or distribution cost as the document was circulated
electronically to external parties.

 

You also asked for evidence that this document was approved for
publication.

 

The Leader of the Council gave a presentation of the document (whose cover
sheet makes clear that it is a Position Statement rather than a Policy
Statement) to the Growth and Economic Development Cabinet Committee on
Tuesday 14th April and you can access the full proceedings through the

Reading between the lines, as I suspected this document was written by Paul Carter himself and does not have the backing of full council.
