I would like to request information on the number of complaints received (and abatement notices issued, if applicable) by the council within these time periods:
1st April 2016 to 31st March 2017
1st April 2017 to 31st March 2018
1st April 2018 to 31st March 2019

for the following three points:
- Noise complaints (if possible to be further broken down by totals each reason, such as dogs barking, loud music, or equivalent).
- Boundary disputes
- Accumulation of rubbish/waste

Further to our acknowledgement of your request, we need some clarification
from you so that we can provide you with an appropriate response.
- Please can you clarify what you mean by "accumulations of waste" as we
deal with fly tipping, waste awaiting collection on private land, 
overflowing dustbins etc.

If you wish to telephone the office (on the number above) to talk through
this clarification, I would be more than happy to discuss the matter with
you.

The normal time limit for responding to a request for information, under
the Freedom of Information Act is 20 working days from the day after it is
received. However, where an authority reasonably requires further
information or clarification before it is able to respond to a request,
section 10(6)(b) of the FOIA specifies that the 20-day period for
compliance with the request begins when the authority receives the
information it requires to identify and locate the information requested.

The City Council would like to make you aware that if we do not receive
clarification within 30 days your request for information will be closed.

The Act defines a number of exemptions that may prevent release of some or
all of the information that you have requested. The City Council will
consider whether any of these exemptions apply and, where required by the
Act, whether it is in the public interest to release the information. If
we have to make a public interest test, the 20 working day time limit
might be extended. You will be informed if any information is withheld and

There may be a fee payable for this information and you will be informed

Hi Natasha,

When I mention details on accumulations of waste, I specifically mean details of the number of complaints regarding accumulations of rubbish/waste on land associated with a dwelling and the number of premises alleged to be filthy and verminous, which may involve rubbish/waste attracting pests.

OUR RESPONSE:

 

Please find the information for Noise Complaints within the attached
spreadsheets, the number of abatement notices issued by the council are
listed for each time period below:

 

2016-17 = 87

2017-18 = 62

2018-19 = 53

 

Please find the response for the Accumulation of rubbish/waste. The number
of complaints received and abatement notices issued by the council for
each time period have been listed below:

 

2016/17 = 97 reports with no notices served.

2017/18 = 78 reports with no notices served.

2018/19 = 61 reports with no notices served.

 

In relation to complaints received regarding Boundary Disputes we can
confirm that there were no Boundary Disputes for the given time periods.

 

Under the Re- Use of Public Sector Information Regulations 2015 (SI
2015/1415) the supplied information may not be re-used without obtaining
the permission of Portsmouth City Council.
