I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'Popmaster'.
This request was originally submitted on 22nd January 2023 and no response has so far been forthcoming. BBC FOI sent an apology for the delay over a month ago, 7th March, with the reassurance "We are continuing to process it as a priority and will issue our response in due course.".
As of today, I calculate that at least 55 working days have passed since the request was submitted, which is simply unacceptable.
Despite numerous invitations to provide me with an expected or possible response date no such date has been provided.

I noted this comment in particular: "Please accept our apologies for this delay. I understand the response is being processed and will be sent to you shortly". It was two months ago, back on 7th March, that you told me "Please accept our apologies for the delay in responding to your FOI Request. We are continuing to process it as a priority and will issue our response in due course.".

From the Internal Review of 4th May: " I understand the response is being processed and will be sent to you shortly". Nothing yet, so was that truth, or lie?

Four months to say "No". Really? I was expecting you to say that my request had been delayed due to in-depth legal arguments about whether the information I asked for could be released. Instead it took four months to simply bat it away using a technicality.
If there was a FOI complaints process I would us e it. The BBC never fails to disappoint.

Reported BBC's response to ICO, this was their response:
"Thank you for letting us know that you have now received a response. We have recorded the timeliness breach on our trackers. We use intelligence we gather from individual cases to inform our insight and compliance function. This helps us meet the goal in our ‘Openness by Design’ strategy to improve standards of accountability, openness and transparency in a digital age. We aim to increase the impact of FOIA and EIR enforcement activity by targeting public authorities’ systemic non-compliance."

I am writing to request a second internal review of British Broadcasting Corporation's handling of my FOI request 'Popmaster'.
My request was submitted and acknowledged on 23rd January 2023.
On 7th March you told me "Please accept our apologies for the delay in responding to your FOI Request. We are continuing to process it as a priority and will issue our response in due course.".
On 11th April I submitted a request for an Internal Review.
In your response of 4th May I was told ". I understand the response is being processed and will be sent to you shortly."
In your much-delayed response to my FOI request you finally told me "If held, the information you have requested is held for the purposes of ‘art, journalism or literature’".
Your responses of 7th March and 4th May suggested, to me at least, that a meaningful reply was to be anticipated. The "art, journalism or literature" derogation could have been used on either of those dates, or indeed, on the 24th January.
Please investigate and explain why it took somebody four months to compose this single cut-and-paste sentence.
