Dear Swindon Borough Council,

Please can you advise your policy regarding electrical and similar items left for recycling at any of your locations? Do you have a contractor who collects these and if so who? Are members of the public permitted to remove any "waste" items if they are able to find a use for them?

Dear Mr Banks

Thank you for your request for information regarding our Policy on electrical items at our Household Waste Recycling Centre.

The ownership of these items transfers to our Contractor once it is deposited at the site. Our current Contractor is Swindon Commercial Services Limited.

They then engage an appropriately licensed waste disposal contractor to dispose of those items through the most sustainable route. As electrical items form part of the Producer Compliance Scheme under the Waste Electrical and Electronic Equipment Directive and any disposer must be registered through those schemes. The only exception is where clearly serviceable items, i.e. those capable of re-use without any further treatment, are able to be sold on. This is at Swindon Commercial Services' discretion and will depend on the item and whether they have any contractual arrangements in place.
