Policy regarding collection of personal data

Dear Office of Communications,

I have been advised by a member of your staff that when a consumer wishes to use your online complaints form, for example in relation to silent calls, then it is Ofcom's policy to require that the consumer provides their address, telephone number and email address. I believe that the mandatory requirement for all three methods of contact (postal address, contact telephone number and email address) is excessive for an online form and is in breach of the third principle of the Data Protection Act 1998.

Could you please provide a copy of the policy document which shows the mandatory requirement for consumers to provide the three methods of contact detailed above, including an explanation as to why Ofcom do not consider it to be excessive in relation to the purpose or purposes for which the information is processed.
