Policy on noise from new developments

I am writing to you to make a request for information under the Freedom of Information Act.

Can you please provide me with any guidelines or policies on noise used by your environmental health division when assessing any proposed developments. In particular I require details of what maximum sound rating level the environmental health division would permit from a new development in relationship to the background level at a residential premises.
Could you also tell me whether the noise policies used by your environmental health division apply equally to all levels of high rise residential premises such as an apartment block.

In your email which was received by the Council on 17/3/2014, you asked
for the following information:

In response, please find below the information from Harrogate Borough
Council:

 

Each planning application is judged on its' own merit and the Area
Environmental Health Officer will consider the likely impacts of any
proposals on existing residential and if necessary commercial properties. 
The officer will determine if the proposed use is likely to create noise
which might affect those nearby and assess whether this could be
controlled.  In many cases the officer will request that the applicant
submit an acoustic report to address these issues.  The officers request
that acoustic consultants refer to the attached noise design specification
which takes into account a number of different scenarios and provides
design levels that should be achieved.  In situations where a noise report
is not deemed necessary or appropriate the officer may make
recommendations to control noise such as conditions relating to opening
hours or restricting hours of deliveries etc.
