the policy for breast augmentation surgery for a female:
who has undergone full Genital Reconstruction Surgery (GRS);
and, has been issued a full Gender Recognition Certificate (GRC) which states her gender is female;
and, who is registered to receive NHS services but did not transition using any Gender Identity Clinic or any NHS funding or any NHS services;
and, who transitioned outside of the European Economic Community using private funding;
and, who completed her transition > 5 years ago
and, who has been on Hormone Replacement Therapy for > 5 years but breast tissue development has been unsatisfactory
If the answer to the above is that the Individual Funding Panel or such other group decides on such matters, then please either:
publish here;
or, email to me;
or, guide me to the correct web link;
the written criteria which the Individual Funding Panel or such other group will use to arrive at the decision
Also, please state the referral pathway for breast augmentation surgery in the above case

I am writing to request an internal review of Harrow Primary Care Trust (PCT)'s handling of my FOI request 'policy for Breast Augmentation surgery for a female of transgender past'.
My FOI request is focussed on the policy for funding and referral and not on the medical suitability. Therefore, the commissioner of such services is the correct organisation to reply to this request. It is now long overdue
